Description: The Headquarters, Military Surface Deployment and Distribution Command (SDDC), intends to solicit for services for in-transit visibility. In-transit visibility includes reporting the preparation for movement of railcars and DOD cargo, tracing and tr acking of railcars and cargo in-transit, reporting on the status of railcars and cargo including projecting arrival dates based on historical data, and expediting movement of railcars and cargo, including empty railcars, required to meet required delivery dates (RDD). All data will be provided to SDDC and to other DOD shippers, as defined by SDDC, through an ITV contractor-provided website. The ITV Contractor shall be responsible for collecting and publishing all required data on the status of DODX railcar s (loaded and empty), loaded and empty commercial chain-tiedown railcars, other commercial railcars loaded with DOD cargo, and other commercial railcars moving in response to an empty car request . The North American Industry Classification System (NAICS) code 518210 Data Processing, Hosting, and Related Services, has been determined to be applicable to this requirement. This effort will be awarded as a Fixed Price contract with a one-year base period and four (4) one-year option year periods. The base year is expected to begin 9 January 2007. The solicitation is expected to be posted on or about 16 October 2006 with and expected closing 13 November 2006.
