Description

Construct an Army Reserve Center consisting of a training building, OMS, Unheated storage Building, and covered wash rack. Construction of the Training Building includes a two-story structure with utility brick veneer with CSMU water table, steel str ucture, with hipped 50 year asphalt shingle, concrete slab-on-grade, suspended tile and gypsum board ceilings, gypsum board and CMU partitions, insulating glass window units w/ laminated glass, casework, interior and exterior lighting, HVAC and plumbing sy stems, communications, electrical work, automatic sprinklers, fire detection. Construction also includes a one story maintenance shop of similar construction type as the training building, as well as a pre-engineered metal unheated storage building. Addit ional work includes site work, sidewalks, fencing, bioretention areas, bituminous paving, MEP (military equipment parking), dumpster & mechanical yard screen walls, exterior masonry sign wall and utilities. Also included are the following options: Option 1, NC 55 Turn Lane-includes all work and permits required to cut existing highway (NC 55) median curb, and construct a new left turn only lane with associated concrete curb and gutter and pavement markings, for the northbound lanes of NC 55. Option 2, Bi Level Loading Ramp  includes all work required to construct loading ramp Option 3, Landscaping (Not including seeding and Bioretention construction) - includes all work required to provide and install all landscaping, except for seeding and all landscaping required for the Bioretention Areas. Building Information Modeling (BIM ) software was used to develop this design package. The integration of BIM throughout the duration of the construction will be required, to include but not be limited to the use of BIM software to develop the As-built drawing set and construction BIM mode l. The estimated cost range is between $10,000,000.00 and $25,000,000.00. Proposals will be evaluated and award will be made using the Technical Tradeoff Process. Contract duration is 720 calendar days. The evaluation criteria consists of the following: Ex perience of the Prime Contractor; Past Performance of the Prime Contractor; Past Performance on Utilization of Small, Small Disadvantaged and Women-Owned Businesses; Management Plan; Building Information Modeling (BIM) Integration; Price and Pro Forma Requ irements. A pre-proposal conference will be held in the Raleigh-Durham, NC area. The date will be determined at a later time and will be as stated in the solicitation document. Project documents will be available o/a October 23, 2006 by web only. The pr oposal due date is December 6, 2006 at 2:00 P.M. local time. This announcement serves as t he advance notice for this project. Amendments will be available from the FedTeDS website by download only. Note: This is a Full and Open Procurement; however, in accordance with Federal Acquisition Regulation 19.1307(b), this project requires the HubZone 10% price evaluation preference.
