Description

The Seattle District Corps of Engineers has a competitive requirement for a project titled, WBR FY07 Complex Stryker Avenue, AIR SUPPORT OPERATIO NS SQUADRON (ASOS) FACILITY, Fort Lewis, Washington. The project consists of constructing a facility that provides the following: 1) Admin Wing: A two story, 30,000 square foot, administrative building with offices, operations area, locker rooms and tra ining room, storage lockers for 165 airmens issued gear, latrines, break room, arms vault, and a large 165 person meeting room; 2) Vehicle and Equipment Maintenance wing: 10,000 square foot, double-bay vehicle maintenance shop large enough for Stryker ve hicles, equipment maintenance shops and offices, and parts and battery storage areas; 3) Covered vehicle storage shelters; 4) Hardstand for POV and organizational vehicle parking areas and 5) Support facilities to include utilities, electrical service, fir e protection and alarm system, intrusion detection systems, anti-terrorism/force protection measures, paving, walks, security fencing, gates, security lighting, information systems, and site improvements. All work tasks shall be completed in accordance wi th the plans and specifications package. Competition for this procurement is limited to eligible 8(a) firms in good standing that are located in Small Business Administration (SBA) Region 10 (Washington, Oregon, Idaho and Alaska) as well as eligible 8(a) firms in good standing that are located outside of SBA Region 10 but that have a Bona fide branch office in Region 10. A Bona fide branch office is a place of business for purposes of 8(a) construction procurements located where an 8(a) participant regula rly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or other temporary construction sites. In addition, all 8(a) firms must be currently reg istered and in good standing as a certified 8(a) program participant at the time proposals are due and at the time of contract award. Estimated dollar value is in the range of $5,000,000.00 and $10,000,000.00 and the performance period is estimated at 540 calendar days. The NAICS code for this project is 236220. The solicitation will be a competitive RFP utilizing best value source selection evaluation procedures to award one fixed-price contract in accordance with Federal Acquisition Regulation (FAR) Pa rt 15.
