- Solicitation for the evaluation and possible standardization of IV Gravity Administration Sets. Those companies interested in a possible Regional Incentive Agreement (discounted DAPA pricing based on volume) with TRICARE Northwest Region must respon d to the following questions: Clinical Criteria: 1. The drip chamber is clear and drops can be easily visualized. 2. The tubing is pliable and memory free. 3. The caps are easy to remove. 4. The tubing is easy to set up and prime. 5. It is easy to spike IV bags with this tubing. 6. The stopcocks are easy to operate on first use. 7. The set is needleless and compatible with the accessories currently used in your area. 8. The clamp is easy to adjust and is effective. Drip rate or flow rate is easy to adjust and remains as long as patient level does not change in relation to IV bag/bottle. 9. The volumetric chamber gradation is easy to read and operate. 10. The package is very easy to open and not easily confused with other IV tubing. 11. Both macro and micro drip are available. 12. Latex free. Technical Criteria: 1. How does your company assure the accuracy of your administration sets? 2. What is the accuracy rating? 3. Are your primary gravity sets made of a pliable material? Does this material contain PVC or DEHP? 4. How are your circuits packaged? 5. Are your primary gravity sets latex free? 6. Are your primary gravity sets available in macro and micro drip styles? If so, what drip factor range? 7. Does your primary gravity set have a filter within the tubing? Where is this filter located? 8. Can your primary gravity sets be used with all types of solution containers? 9. Do your primary gravity sets come in vented and non-vented styles? 10. Do your primary gravity sets have a valve that prevents back-flow from the injection ports or piggyback bag to the primary IV solution? 11. Do your gravity sets have at least two needleless ports? 12. What is the volume of dead space in your ports? 13. What needleless system accessories are compatible with your primary gravity sets? 14. Do your gravity sets have stopcocks? If so, what configurations are available? 15. What lengths do your gravity sets come in? 16. Does your company manufacture a primary gravity set with a burette, burretrol, or similar volumetric device? Do they come in macro and/or micro drip? 17. What type of clamp does your primary gravity set have? 18. Does your company manufacture gravity sets for anesthesia applications? If so, what are the configurations? 19. Does your company have a manifold available for anesthesia use? Does your manifold accept or accommodate other manufacturers products? Company Criteria: 1. Does your company have a Distribution agreement with Cardinal Healthcare? 2. Are you a manufacturer or distributor of gravity administration sets or both? Indicate which. 3. What brands does your company provide? 4. Does your company currently possess a Distribution and Pricing Agreement (DAPA) with Defense Supply Center, Philadelphia? If so, please provide the DAPA number. 5. Is your company large enough to satisfy product needs for the entire TRICARE Northwest Region (Washington and Alaska)? 6. Provide your companys return goods policy. 7. Does your company provide customer service accessible via a toll-free number 24hrs/day 7 days/week? 8. What types of educational tools or materials do you have for this product line? 9. Is there any history of backorders and/or recalls for this product group? If yes, please answer: a. Dates and duration b. Cause c. Resolution 10. Is your product suitable for use in a field setting? 11. Describe your companys proposed implementation plan if you were to enter into an agreement with TRICARE Northwest region.
