Description

General: The National Park Service, Department of Interior, intends to negotiate a sole source, Architect-Engineering Services firm fixed price contract with the design team led by Architrave P.C. Architects, 420 10th Street SE, Washington D.C. 20003 to acquire the below listed services. The location of the construction project for which these services are contracted is Meridian Hill Park, 16th and W Streets, NW, Washington, DC. The contract will be for Title III Services that includes submittal review, office services and site visits by Architrave P.C. Architects (Architrave). The National Park Service requires the professional architectural and engineering services of Architrave as follow on work to their original rehabilitation design of Meridian Hill Park. This work involves specialized historic concrete replication of work done by the John Earley Studio. The Construction Manager doing this work requires technically specialized and specific knowledge of the site and its resources in order to monitor construction of the John Earley concrete and of the Architrave designs. Because of the specialized work of monitoring the construction work according to the firm's original design intent, the Park Service requires the services of Architrave to perform this highly specialized follow on contract work. This acquisition is being conducted under the procedures of FAR 5.201 and 6.302. The subsequent contract will be negotiated in accordance with FAR 36.606 and FAR Part 15. The Government believes that the identified contractor is the "only one responsible source" as defined by FAR 6.302-01 (a)(2)(ii) for the required Architect-Engineering services. Firms that believe they can provide the required services described below are encouraged to identify themselves and give written notice to the Contracting Officer. PRIMARY SERVICES REQUIRED: The design team has completed the rehabilitation design of Meridian Hill Park. For the purposes of this contract, the design team led by Architrave will be responsible for Title III Services, including Submittal Review, Office Services and Site Visits. Specialized knowledge of historic concrete replication work done by the John Earley Studio is required, as well as specialized knowledge of Architrave's original design intent. REQUIRED DISCIPLINES: Architecture, Landscape Architecture, Mechanical, Electrical, Civil, and Structural design/engineering and documentation services, surveying, HAZMAT testing, and acoustical design. Lighting design, geotechnical engineering, and Historical Architecture may be required. Incidental services, e.g. CADD drafting and 3D modeling, word processing, cost estimating, etc., may be required in the performance of the contract. Firms believing they can provide the required services must provide supporting evidence in sufficient detail to demonstrate the respondent's ability to meet the stated requirements via submission of Standard Form 330, Parts I and II. This notice is not a request for competitive quotes. All responses received within 30 days of the date of publication of this synopsis will be reviewed by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Type of Procurement: A sole source fixed price contract is anticipated.
