Description

The USGS, Central Region in Denver Colorado intends to negotiate a sole source procurement with Walden Consulting, 843 Burg St, Granville, Ohio. The services will be provided for the Office of Employee Development (OED), Leadership Development Program (LDP). Walden Consulting will provide experts and specialized services in the combined power of evaluation theory, diffusion theory, and 360 panel surveying. This is required to address the role of knowledge, learning and cultural inculcation to enhance the capabilities of individual people and the organization they inhabit. The purpose is to evaluate the effectiveness of the Leadership Development Program and how a leadership-centered culture has diffused through the organization. The LDP will continue to be more effective to move towards the goal of the USGS Strategic Plan, "To develop innovative leaders and managers." Walden has the expertise in 360 panel surveying and the complex diffusion theory, to include how to interface this approach with the evaluation theory, this is critical to the USGS vision. Expert knowledge of the USGS LDP is required, specifically active participation in the program, understanding of the vision and goals of the program and the USGS Strategic Plan. Experience in the empirical investigation of adoption decision-making using survey research designs and advanced statistical models in social sciences is required. Based on the information available at this time and in accordance with FAR 6.302-1, the Government considers the expertise, specialized services, past performance and experience with the USGS LDP, Walden Consulting, of Granville Ohio is considered to be in the best interest of the Government, the contractor of choice. Walden Consulting proposes to negotiate a contract with the USGS. However, should additional sources be identified, they will be considered. Contractors, who feel they can furnish the expertise and specialized services, are invited to submit in writing an affirmative response to this announcement. An affirmative response shall include literature, brochures and other materials that address the required services stated in this announcement. This information will be evaluated and used to determine if a competitive opportunity exists. No solicitation document exists, therefore, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Governments' only official notice of this procurement. See numbered note 22.
