- Naval Surface Warfare Center, Carderock Division, is soliciting offers for the purchase of the estimated quantities of 20 each 13,600 Gallon per Day Reverse Osmosis (RO) Desalination Ship Sets consisting of two independent 6,800 GPD RO Desalination Units and 44 each 2,000 Gallon per Day High Purity RO Units. Testing requirements are inlcuded in the package as well as the need for Technical Manuals and Provisioning Data to be procured with the inital production units. The Reverse Osmosis (RO) Desalination Unit is designed to producing 6,800 gallons per day (GPD) of freshwater with a total dissoved solids level below 500 parts per million from seawater. The High Purity (RO) Unit is designed to producing 2,00 gallons per day (GPD) of high purity water with a toal dissolved solids level below 25 parts per million from freshwater. The Government intends to award a Requirements Contract with the initial Production Order for 6 units of the 6,800 GPD RO Desalination and 10 units of the 2,000 Gallon per Day High Purity RO. The contract will provide up to 12 additional units of the 6,800 GPD RO Desalination and up to 32 additional units of the 2,000 Gallon per Day placed on order as needed over a five year period. Award will be based on Best Value with consideration of the following technical evaluation factors in descending order: (1)Design, and Performance Characteristics; (2) Past Performance; (3) Life Cycle Maintenance Costs; (4) Corporate Experience/Resources; (5) Logistics Support and (6) Small, Small Disadvantaged and Women-Owned Business and Historically Black Colleges or Universities and Minority Institution Subcontracting. Price is the least important evaluation factor. This procurement is unrestricted. The NAICS classification for this acquisition is 333319.
