- Description
- The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to solicit, on an unrestricted, full and open competitive basis, for the provision of engineering and technical support services for the Navy Warfare Development Command (NWDC), Fleet Forces Command and its components as they relate to their mission of CONOPS and Doctrine Development and Coordination, SEA TRIAL Coordination, Experimentation, Analysis, and Modeling and Simulation in support of Navy transformation. These services include, but are not limited to, support in the following functional areas: CONOPS Development and Coordination; Joint Concepts Development & Experimentation (JCD&E), Analysis, Concept Exploration; Experimentation Support; and SEA TRIAL and CONOPS tracking through the Sea Trial Information Management System (STIMS) database. Support will be provided primarily at the NWDC facilities, Newport, RI and may be required at other locations including, but not limited to, Norfolk and Suffolk, VA and San Diego, CA. Travel will be required in support of this requirement. All personnel proposed to perform under the resultant contract must hold a Secret clearance at a minimum. The resultant contract shall be a cost plus fixed fee (CPFF), Indefinite Delivery, Indefinite Quantity (IDIQ), Multiple Award Task Order type contract. A contract consisting of a base period of twelve (12) months with four, one-year options is anticipated. The total estimated level of effort, inclusive of all option years, is estimated at 432,500 hours. Task orders shall be competed independently on a cost plus fixed fee basis. The applicable North American Industry Classification System (NAICS) Code and small business size standard are 541330 and $23 million, respectively. The size standard is based on the industry classification of the services being procured. The size standard defines the maximum size that a firm, together with all of its affiliates, may be to be eligible for Federal small business programs and to qualify as a small business for purposes of submitting a proposal under the NAICS code identified under this instant acquisition. This instant requirement is not a small business set-aside. Offerors shall be required to submit both cost and technical proposals. All responsible sources may submit a proposal which shall be considered by FISC Norfolk, Philadelphia Office. Upon its release, the solicitation will be made available electronically at www.neco.navy.mil. A hard copy of the solicitation will not be made available. The solicitation is expected to be released within 30 days of this posting. The closing date for receipt of proposals will be established in the solicitation. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions.
