- Notice: Washington Headquarters Services Acquisition and Procurement Office (WHS/A&PO) is seeking potential sources capable of conducting biothreat agent analysis of environmental samples for the Pentagon Force Protection Agency (PFPA) Chemical, Biological, Radiological, and Nuclear (CBRN) Directorate. This synopsis is for planning purposes only, and does not constitute a solicitation for bids/proposals. Description The Chemical Biological Radiological Nuclear (CBRN) Directorate of the PFPA is responsible for evaluating environmental samples taken from various locations throughout the Pentagon and from Department of Defense (DoD) leased facilities. Samples will be delivered to and analyzed by one of two laboratories. One laboratory is on the Pentagon grounds. The second laboratory (provided by contractor) is located off-site within 30 miles of the Pentagon Reservation. Samples are delivered up to twice per day at various locations within the National Capital Region (NCR) and delivered to designated laboratories. The contractor will test for biothreat agents utilizing DoD testing protocols that have been developed by USAMRIID and approved by PFPA-CBRN. Contractor will be responsible for all aspects of operations, except for facility operations of the onsite lab. Contractors responsibilities include, but are not limited to, sample receipt, analysis, result reporting, QA/QC, supplies, equipment purchase and maintenance, and use of a DoD standardized Laboratory Information Management System (LIMS). The two labs mirror each other in methods, equipment, staff training and competency, and quality assurance (QA), allowing redundancy and backup capacity on an as needed basis. Testing is currently performed on a 24/7 basis to provide timely results in keeping with the PFPA mission. Routine lab operations will be conducted at biosafety level (BSL) 2 conditions. A Secret Security clearance is required for all personnel. All interested offerors need to submit a capabilities statement not to exceed (3) three pages.
