Description
THIS IS A SYNOPSIS FOR A COMPETITVE SERVICES ACQUISITION AS REQUIRED BY FAR 5.2. THIS IS NOT A REQUEST FOR QUOTATIONS. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE FINAL RFQ IS POSTED TO THIS WEBSITE. This requirement is considered noncommercial in nature and any resultant order will be awarded in accordance with FAR Part 13. The scope of the work is as follows: The goals of this effort are to perform environmental chamber and Electromagnetic Interference (EMI) tests on supplied Test Units (TU). There are two configurations of TU that are undergoing testing. TU1 is a portable unit. It is approx.. 26" long X 18" wide X 15" high when shipped. When it is operating, its size is approx. 26" long X 18" wide X 32" high. It weighs approx. 90 pounds. TU2 has a 19" rack mounted control system with an external box. For these tests, only the external box is undergoing testing. The control system will be connected via a 25 foot instrument line to the external box to allow the system to operate. The external box size is approx. 10" high x 14" deep x 16" wide. The external box weighs approx. 25 pounds. Contractor will be performing high and low temperature; solar radiation; rain; humidity; salt fog; and sand/dust tests per the requirements of MIL-STD-810F "Environmental Engineering Considerations and Laboratory Tests". Contractor will be responsible to instrument the TUs with temperature and humidity sensors. Contractor will be performing conducted and radiated emissions EMI tests per the requirements MIL-STD-461 E "Requirements for the Control of Electromagnetic Interference Characteristics of Subsystems and Equipment". Contractor will be developing a test plan for all work and report results of tests. The period of performance is anticipated to be six months from the start date. Award is anticipated in Nov 06. The synopsis does not consitute an IFB or RFP or RFQ and is not to be constued as a commitment by the government. The government does not intend to award a contract on the basis of this notice. The government will not otherwise pay for either the information solicited or any required travel expenses. This acquisition will be set aside for small business only IAW FAR Part 13 and 19.5. The applicable NAICS code is 541380 and the size standard is 500 employees. A firm fixed price (FFP) type contract is anticipated. The RFQ will be available by electronically on this website. Potential contractors must be registered in the Central Contractor Registry to be eligible for award. (See Internet site: http://www.ccr.dlsc.dla.mil) It is mandatory to obtain a DUNS number prior to registering in CCR by calling Dun & Bradstreet (1-800-333-0505). All responsible sources may submit a proposal and shall be considered for award. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
