- Engineering and technical services for HQ Pacific Air Forces (PACAF) Command, Control, Communications, Computers, Intelligence, Wargaming, and Force Protection (C4IW and FP) systems at operational, proposed, and deployed-to sites in the Pacific Area of Operations. Services to include, but not is not limited to, contractor/customer interface at user and technical levels, systems analysis, systems/software engineering, configuration management, database/system administration, system/network/LAN engineering, training, exercise support, communications technician support, simulation planning/model control, scenario modeling/preparation, computer and network security administration/accreditation, requirements analysis, computer programming, computer installation/service/maintenance, inventory and recordkeeping, shipping/packing/transportation, and web administration for Government and commercial-off-the-shelf computer and telecommunications systems hardware and software. The hardware maintenance support will include hardware remedial maintenance, equipment repair, preventative maintenance, installations, de-installations, and relocations of C4I classified and unclassified equipment associated with each system. A C4I site may include servers, personal computers, automated data processors, workstations, tape drives, cameras, copiers, printers, Networks, secure and non-secure video systems, communications/crypto devices, Imagery/Electronic Intelligence (ELINT) exploitation equipment, weather radar sensors, telephone, radio, cryptographic, satellite, wireless, multiplex, and facsimile equipment with associated antennas, cables, modems, alarm systems, switching systems, Secure Internet Protocol Router Network (SIRPNET), Nonsecure Internet Protocol Router Network (NIPRNET), Storage Area Network (SAN), and Coalition Network hardware, and associated commercial-off-the-shelf (COTS) software. Interested parties must: (1) demonstrate the full range of experience necessary to support and manage overseas operational sites in the Pacific; (2) demonstrate the ability to provide on 1 Oct 05, adequate numbers of qualified technical personnel and subject matter experts to meet the mission requirements; (3) have current and expert knowledge in AN-USQ-163 Air & Space Operations Center Weapons System (AOC WS); Theater Battle Management Core Systems (TBMCS), its legacy systems and its associated sub systems and interfaces; Global Command and Control System (GCCS) and its associated sub systems and interfaces; Personal Computer Integrated Intelligence and Imagery (PCI3); Theater Battle Management Core Systems Unit-Level (TBMCS-UL); Network Control Center (NCC); Common Mapping System (CMS); Air Force Mission Support System (AFMSS); Tactical Aircrew Scheduling and Aerospace Management System (TASAMS); Defense Messaging System (DMS); Joint Worldwide Intelligence Communications System (JWICS); Command and Control Information Processing System (C2IPS); Air Warfare Simulation System (AWSIM); other simulation systems and interfaces, and other combat intelligence systems and their associated sub systems and interfaces; Secure Internet Protocol Router Network (SIPRNET) and Nonsecure Internet Protocol Router Network (NIPRNET); (4) currently possess a TOP SECRET facility clearance and adequate personnel cleared at SECRET (the minimum for all personnel) and TOP SECRET(TS)/Special Compartmented Information (SCI) level (required at some of the operational sites) with approximately 175 personnel with TS clearance anticipated; (5) have current corporate experience in supporting and maintaining large server based network systems; (6) have technical staff with hand-on experience in UNIX, Oracle, Sybase, PERL, Shell Programming, X-Windows, C-Language, MOTIF, NT/WIN 2K server, XP and workstations, CISCO Routers, hubs and switches; (7) have comprehensive, in-depth experience with Network Protocols, DECNET and Local Area Transport protocols, TCP Application Services, TACLANE, X.25 Packet Switching Service, Storage Area Network; (8) have comprehensive and expert experience in Network System Administration and troubleshooting; (9) have current and in-depth experience with the SUN Enterprise and Blade or later models; (10) staff with experience in verbal and written translation of military and computer/telecommunications in the Hangul, Japanese and Thai languages as a minimum; (11) have experience and in-depth understanding of Microsoft operating systems software (Windows 2000); and (12) have current and in-depth experience in the integrated application of simulations and their data bases for the exercise of air operations center processes and C4I systems. The contract performance period is anticipated to run from 1 Oct 05 through 30 Sep 06, with four option years. Performance will take place at various PACAF and CONUS installations.
