Description
The solicitation is expected by issued by 18 August 2006 with quotes and technical proposals due by 31 August 2006. The answers to the questions generated by the site visits have been uploaded as a separate attachment. Some buildings have been added. See questions/answers document for complete list. The Government intends to negotiate a Firm Fixed Price Contract for providing and installing closed circuit television surveillance systems at various Navy sites for the Commander Navy Region Mid-Atlantic. This requirement will be procured in accordance with FAR 13.5, Test Program for Certain Commercial Items (Clinger-Cohen). The North American Industry Classification System (NAICS) code is 561621 and the Federal Supply Classification Code is 5836. The solicitation is expected to be issued on or around 29 June 2006 and will contain the entire Statement of Work, Evaluation Factors, and Instructions to Offerors delineating what information is required in addition to pricing. There will be a group site visit on 12 and 13 July 2006 to view all buildings. See information below for details. Potential offerors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at http: www.fedbizopps.gov, as this office no longer issues hard-copy solicitations. The Solicitation Number will be N00189-06-T-0293. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency. Failure to do so may represent grounds for refusing to accept the proposal. The proposed contract is 100% set aside for small business concerns. Numbered Note 1 applies. Scope of work—The contractor shall provide and install turnkey digital video surveillance systems to monitor the hallways, lounges, elevator landings, stairwells, entrances, emergency exits, and rear courtyards at 36 Bachelor Housing buildings located at six military sites in the South Hampton Roads area. The surveillance systems are required in each building to maintain the integrity and security of Government facilities and property, but will not be used to protect Government personnel. Closed circuit surveillance systems shall be installed at the following buildings: Location: Naval Station Norfolk (Sewells Point), Norfolk, VA Buildings IB, IF, KJ, KK, and R61 Location: Naval Amphibious Base Little Creek, Norfolk, VA Buildings 3603, 3604, 3606A, 3606, and 3609 Location: Naval Air Station Oceana, Virginia Beach, VA Buildings 419, 420, 421, 422, 423, 431, 441, 442, 443, 444, 445, 446, 530, and 536 Location: Naval Air Station Oceana, Dam Neck Annex, Virginia Beach, VA Buildings 510, 532, and 533 Location: Norfolk Naval Shipyard, Portsmouth, VA Buildings 1503, 1504A, 1530, 1531, 1579, 1585, and 1590 Location: Naval Support Activity Northwest Annex, Chesapeake, VA Buildings 351 and 366 Site Visit: A one-time, group site visit is scheduled for 12 and 13 July 2006, with provisions to complete on 14 July if necessary. A bus will take all interested contractors to each location to view each building. The meeting place each day will be at the Norfolk Naval Station Tour Office, 9079 Hampton Blvd., Norfolk, Virginia. Note that the Tour Office is directly to the right of Gate 5. On the first day, Wednesday the 12th of July, the site visit will begin at 9:00 a.m. There is a limit of two people per company. Contractors interested in attending the site visits must provide the following information for each attendee to the Contract Specialist, Bonnie Parker, no later than 3:30 p.m., Thursday, 6 July 2006: Company Name, Name of Attendee, Social Security Number, Date of Birth, Place of Birth, and Citizenship.
