- The Corporation For National and Community Service, a wholly owned Government Corporation, intends to award a contract to a qualified vendor who can provide lodging, conference space and meals for AmeriCorps*NCCC National Conference to be held on Monday, December 4, 2006 through Friday, December 8, 2006. Only facilities East of the Mississippi and within 1 hour of a major airline hub need to apply. The NCCC requires a facility to hold a meeting for the following minimum requirements: - A minimum of 80 and maximum of 100 staff members, facilitators, and trainers. - Approximately 30 guests will require lodging for 5 nights starting (12/3 ? 12/7), possibly 50 guests for 4 nights, and all guests will require lodging for 3 nights (12/5 ? 12/7). - Sleeping accommodations should at a minimum be one to a room with either a private bath or a minimum of one shared bath per two rooms. - A government rate for meals and lodging is desirable, but is negotiable. Complete meeting package to include: - Overnight sleeping accommodations with shared or private baths for up to 100 staff per the scheduling and criteria above. - Meals to include breakfast, lunch, dinner and one snack per day in the PM Monday through Friday (lunch only) based on the distribution of participants as defined above. - Meeting rooms to include adequate space for up to 100 people with - A minimum of 10 breakout rooms and a space that can accommodate the entire group. - Wireless access. - Audio-visual equipment and support for the large space that will accommodate all retreat participants, and/or easels and newsprint for each breakout room. - Access to a team building/ropes course either on site or within five to ten miles from the retreat site. The purpose of this requirement is to support a meeting goal focused on shifting the focus of staff from regionalism to a national emphasis including how NCCC is supporting CNCS strategic goals. Conference support from on site staff to include an on-site conference manager with the selected facility to handle any inquiries, technology glitches, or unanticipated on-site requirements related to the retreat. Rental expenses for A/V equipment must be included in your proposal. Transportation: Shuttle service available to and from area airports, team building events and parking fees at the hotel, if any. In submitting a bid for these services, please quote a price/guest/day. Only sleeping room rental, meeting room rental, and scheduled meeting costs and meal/snack costs for these guests should be included in this solicitation. Incidentals: The guests will pay personal expenses (telephone calls, room service, etc.) themselves. PROPOSAL SUBMISSION FORMAT: Please provide a fixed price not-to-exceed quantity as follows: - Price per room per day; - Meals: o Breakfast per day per person; o Lunch per day per person; o Dinner per day per person; and o Snacks per day per person. - Meeting room per breakout room package; - Audio/Video package per day; - Transportation per person per day for the different events; and - Shuttle service to and from area airports on the first day and the last day of the training per person. Special requirements: At least 25 % of the attendees at meals will be vegetarians or vegans. Federal regulations require that any hotel/conference space contracted shall comply with the American Disabilities Act (ADA) requirements and the FEMA, Fire Prevention and Control guidelines and submit proof of such compliance. All proposed prices must be inclusive. For example: audio-visual rentals and the cost of food must include gratuity, if applicable. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HQKMR0702 and is issued as a request for quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-13. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition. The provisions at 52.212-2, Evaluation-Commercial Items, apply to this acquisition. Evaluation Criteria. This is a best value procurement and evaluation of offers which will be based on 1) qualifications, 2) past performance, 3) pricing. Technical and past performance is 80% of evaluation importance as compared to 20% of price. The associated NAICS code is 721110 and the small business size standard is $5,000,000.00. Offerors must be registered in the Business Partner Network?s Central Contractor Registration (CCR) database to be considered. You can register at the CCR website: http//www.bpn.gov. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer or they will be considered non responsive.
