Numbered Note 1 applies. THIS NOTICE IS FOR SOURCES SOUGHT ONLY.???? THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID.???? SOLICITATION, SPECIFICATIONS, AND DRAWINGS ARE NOT AVAILABLE. The tracking number for this announcement is W911PT06S00 01.???? The NAICS code for this proposed acquisition is 238160 ROOFING CONTRACTORS. The Government will use responses to this Sources Sought synopsis to make appropriate acquisition decisions regarding the type of procurement to be utilized to obtain ro of system inspections and roof managmenet system software and updates at Watervliet Arsenal, in upstate New York, about 15 miles from Albany, NY. The arsenal requires roof inspections, minor repairs and a database management system for six (6) buildings w ith an area approximately 381,619 square feet. The purpose of the inspections is to identify needed repairs and maintain warranty through various roofing companies. Contractor will supply all tools, materials, equipment, labor, temporary utulities and su pervision necessary to visually inspect the roofs, including all elements such as flashing, insulation, walkways, coping, capstones, gravel stops, pitch pockets, penetrations, parapet walls, drains, fascia, eaves, downspouts, caulk, heating cables, etc. I nspection shall include all roof construction types, such as EPDM, built-up, asphalt shingle, slate shingle, metal, asphalt roll, etc. The inspection shall be pro-active to find existing problems and prevent future leaks, preserve the condition of the roo fs and prevent them from degradation. The information to be provided in a completed roof inspection report shall provide a clear understanding of the condition of each roof, and shall include maintenance, repair or replacement recommendations for all prob lems found, including priority and a roof layout plan so the problem can be easily located and corrected. Contractor shall also provide an electronic inventory database system using commercial off-the-shelf software or non-proprietary software. Sample da tabase should be provided for review and approval and should include (but not limited to) square footage, location, age of roof, type of roofing material, building, warranty information (date installed, expiration date, point of contact for warranty)., dat a from the roof inspection and roof layout plans. Some information may be provided by the government, but the database will be populated by the contractor. Database system shall include four hours of training for government employees and two sets of ins tructions/manuals as well as electronic instructions/manuals for use and modification of the system. Watervliet Arsenal solicits a capability statement from all qualified 8(a) Certified companies, Certified HUBZone Companies, and Service Disabled Veteran Owned Small Businesses located in the following States:???? New York, New Hampshire, Vermont, Connecticut, Massachusetts, New Jersey and Pennsylvania. Roofing inspector shall be a Registered Roof Consultant (RCC) certified by the Roof Consultants Institute located in Raleigh, NC, and shall provide a copy of the certificate for government review and approval before each inspection. All interested companies meeting our stated small business criteria and residing in the identified States are invited to submit a Capability Statement consisting of appropriate documentation, literature and brochures and should include:???? 1) Firm name, address, telephone and fax numbers, e-mail address.???? 2) Identification of the company as a Small Business with proper certifi cation (NAICS Code 238160 business size standard is not to exceed $6,500,000).???? 3) Past performance history showing roofing inspection capabilities within the past three (3) years. 4) List of existing teaming agreements in place with other businesses. 5) Sample database information printout, including record data, input format and sample reports. IMPORTANT:???? Responses must be limited to no more than 10 pages.???? Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the arsenal in tailoring requirements to be consistent with industry capabilities.????
