- NAICS Code: 541511 The U.S. Environmental Protection Agency (EPA) Radiation Protection Division (RPD) in Washington, DC intends to award a firm, fixed-price Purchase Order, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. In 2003, EPA's Office of Radiation and Indoor Air (ORIA) funded the development of an air plume maps course. The course was created for local and state emergency responders and decision-makers as a basic introduction to interpreting air plume maps. The course simulates two emergency response scenarios, one involving a chemical release and one a radiological release. The course was designed in HTML format to reside on a website but to be interactive with real-life expert mentors who provide experience-based feedback. The purpose of this purchase order is to obtain contractor support to change the existing air plume course into an a stand-alone, web-based training course that will provide EPA and other emergency response decision-makers with a basic introduction to the interpretation of chemical and radiological air plume maps. The North American Industry Classification System (NAICS) code for this procurement is 541511. This requirement will be solicited as a total small business set-aside. The Request for Quote (RFQ), will be available on or after October 25, 2006, with a 10-day response time at http://www.epa.gov/oamhpod1/admin_placement/0700010/index.htm. A response to this pre-solicitation notice is not required in order to submit a quote when the RFQ is made available. This notice serves solely to notify the public of the Government's upcoming requirement.
