Description
NASA/JSC has a requirement for the services of mission simulation charge/discharge cycling under thermal vacuum conditions on 18 Lithium Ion Batteries (LIB) for the Spacesuit Extravehicular Mobility Unit(EMU). Services will also be required for a deep discharge test with a 21-day hold open circuit voltage (OCV) test to screen any LIBs with soft shorts. Finally, services will also be required for a charge/discharge/recharge on each LIB performed with the provided LIB Chargers. The selected contractor will be required to possess the capability to control the discharge of the LIBs and the thermal/vacuum environment. The required services are to be completed 4 months after receipt of the NASA purchase order. Test procedures, report and electonic data are the only required deliverables. NASA will provide the LIBs, Chargers, and LIB mating connectors. Since the LIBs are considered Space Flight Hardware, the selected contractor will be required to allow a U.S. Government Source Inspector to verify mandatory inspection points during the prodecures. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than October 20, 2006. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
