Description
NASA/LaRC has a requirement to utilize the University of Houston (U of H) updated version of the Monte Carlo Transport code, FLUKA, to provide benchmark runs to NASA for comparison with the NASA HZETRN transport code, and to provide validation results comparing experimental measurements from the NASA Space Radiation Research Lab (NSRL) with the FLUKA atomic/nuclear database for heavy ion interactions. NASA/LaRC intends to negotiate with U and H on a sole source basis. The U of H was selected as a member of the transport consortium after peer review in response to NASA NRA 01-OBPR-05 to modify FLUKA for heavy ion transport. The latest version of the research code and the expertise to run the modified FLUKA version are unique to the U of H. The U of H, as a member of the Transport Consortium, was selected based on their technical capabilities including well-qualified investigator, familiarity with NASA specific transport needs, and possessing the appropriate facilities (computing resources). The current effort is based on the continuation of past work performed by the U of H to meet the new Space Radiation Program Element completion requirements for Phase I heavy ion transport. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Oral communications are not acceptable in response to this notice.
