Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Synopsis/Solicitation Reference Number is W9124Q-07-R-EVASIVE. The following is a Request For Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This Combined Synopsis/Solicitation is set aside 100% for small business. The resulting contract will be subject to the availability of funds. Payment will be made by electronic funds transfer (EFT). The Army Contracting Agency has a requirement for Advanced Training of Evasive Driving Techniques in all types of environments. The requirement is for multiple training sessions with the first to begin between the dates of October 23rd through Oc tober 27th. A total of six (6) training sessions (two sessions per calendar year with options for the remaining out years) is being requested. DEFENSIVE DRIVING TRAINING The training shall consist of basic principles to include at a minimum; surveillance detection, choke point analysis and attack recognition. In addition, the training shall provide defensive driving techniques to include at a minimum: hands-on training i n negotiating varied types of obstacles, such as; steep ascents/descents, rocks and rock climbs, logs, holes, mud and sand; vehicle dynamics; accident avoidance; effective braking (ABS and non-ABS); single vehicle and multiple car motorcade evasive maneuve rs i.e. Y-turns, J-turns, etc.; ramming techniques (for single car); skid control; night driving; vehicle preservation; hands-on training in snatching and winching; and technical emergency speed driving. Vehicular attack scenarios shall be an integral pa rt of the instruction with emphasis on recognizing the elements of an attack. Practical driving exercises shall be used to reinforce any classroom lecture and provide trainee(s) with opportunities to perform all of the above techniques. Trainees shall have exposure to simulated realistic attacks and will be required to perform each prescribed maneuver. Students completing this training shall be able to successfully perform all driving maneuvers and any additional techniques conducted throughout the traini ng. Upon completion, students shall also be familiarized with different types of off-road vehicles and alternate recovering techniques CONTRACTOR'S TRAINING SITE Training is to be conducted off-site at the contractor's facility. The facility must be within an eighty (80) mile radius of Ft. Meade, MD; convenient to overnight facilities to accommodate all students and instructors IF needed. The overnight facilities s hall be within a thirty (30) mile radius of the training facility. Contractor's site must be able to accommodate a minimum of two separate driving, firearms, and/or explosives courses concurrently with the evasive driver training. DRIVING/TRAINING FACILITIES The driving facility shall be safe (defined below), appropriately paved, two-lane, asphalt or concrete, closed loop road courses are required. The road courses must be a minimum of 1.5 miles in length for to allow drivers maximum safety in acceleration an d deceleration. Site shall be secluded to prevent public observation of the training activities. In order to provide multiple vehicle-handling situations, the driving tracks must include the following as a minimum: straight-aways  flat and, uphill/downh ill (Must be suitable in length to achieve at least 90+ mph emergency speeds); uphill and downhill turn; constant radius turn; increasing and decreasing radius turns; flat turn; negative and positive camber turns; S-turns; and at least two turns that can be continually covered with water if required. The shoulder(s) of two-lane road courses shall be of natural terrain, i.e., gravel, dirt or grass to allow the student a sense of off-road surface and experience the loss of vehicle control due to differing conditions. This will also allow the student to employ proper off-r oad recovery techniques enabling them to regain control and safely re-enter the road. The driving facility shall have safe skid pads capable of being completely flooded with water for instruction of over and under steering skid control. The road courses shall allow for realistic surprise/off-road obstacles i.e. steep ascents/descents, rocks and rock climbs, logs, holes, mud and sand; vehicle and on-foot attack and ambush scenarios. (i.e. natural foliage and/or natural terrain cover and concealment areas along straight-aways and turns). (Note: Safe is defined as free of hazards, within 30 feet of each side of the road, such as broken pavement, potholes, road-edge drop-offs of more than eight inches, trees, barriers, ditches, or any other dangerous obstructions too close to the road cours e endangering students) VEHICLES The contractor shall provide all vehicles being used in the training exercises/scenarios, per course being offered. Vehicles needed may include: automatic transmission, four-door sedans, suitable for safe training in defensive driving maneuvers. (The AWG s technical representative will have final authority on safety issues.) Vehicles must contain operable air conditioning/ heating system; fully operational front and rear window defogging system; and simple On/Off ABS switch, designed to preclude turning the ignition on and off to reset the ABS system except disposable ramming/PIT vehicles and HUMMWVs; four-wheel drive vehicles, necessary for off road or adverse terrain. All vehicles used must be kept in operable condition for the duration of the training , or replacement vehicles shall be readily available (no more than five minutes of student down time shall be allowed due to inoperable vehicles). The contractor is responsible for providing fully qualified instructors for the training described above  resumes of all personnel/instructors must be submitted along with offer; all instructional materials; and the facilities required to support deliver y of the type of training described in the combined synopsis/solicitation. Interested vendors must provide: Management/Organizational Plan addressing, as a minimum: The means to Acquiring/providing training sites and management of facilities; development of instructional materials; a narrative description and functional diagram of organized structure, including key personnel assignments, and management personnel. The provision 52.212-1, Instructions to Offerors  Commercial Items, applies to this acquisition. The provision 52.212-2, Evaluation  Commercial Items, applies to this award. Offerors submitting a proposal must submit a completed copy of FAR 52.212-3, Offeror Representations and Certifications  Commercial Items, with their offer. The FAR clause 52-212-4 applies to this acquisition. The FAR clause 52.212-5, Contrac t Terms and Conditions Required To Implement Statutes or Executive Orders  Commercial Items applies to this acquisition. Additional FAR clauses that apply to this acquisition include: FAR 52.233-3, 52.233-4, 52.203-6, 52.219-6, 52.219-14, 52.222-3, 52.2 22-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-13, 52.225-16 and 52.232-33.
