Description
US Army Communication Electronics Life-Cycle Management Command (CE-LCMC) intends to award a five year Indefinite Delivery Indefinite Quantity (IDIQ) contract to Comtech Mobile Datacom Corporation (Comtech), 20430 Century Boulevard, Germantown, MD 20 874, pursuant to the authority of 10 U.S.C. 2304 (c)(1) One Responsible Source, for Satellite Services/Satellite Bandwidth Leases, Antennas/Transceivers, Support Hardware, and Engineering/Repair Services worldwide (Reference: Justification & Approval for Other Than Full & Open Competition Control Number 06-1013). Comtech is the developer of the Force XXI Battle Command Brigade and Below/Blue Force Tracking (FBCB2/BFT) Systems satellite network and the only source capable of satisfying the Governments re quirements. This action is for a five-year (CY 2007 through CY 2011) IDIQ contract for up to $216 Million of satellite services/satellite bandwidth leases, antennas/transceivers, support hardware, and engineering/repair services for the FBCB2/BFT System. The FBCB2/BFT System uses commercial L-Band satellite lease services as the communications media to share platform-level Situational Awareness and Command and Control information. Engineering/repair services are needed to provide: (1) upgrades to the secur ity capabilities of the network; (2) training to soldiers and Network Operations Center personnel; (3) design and capability enhancements and technical support for satellite transceivers, packet switches, and hub equipment; (4) network management services to the current FBCB2/BFT Systems network to ensure that acceptable levels of operational availability are maintained; and (5) repair of transceivers. Antennas/transceivers used for satellite transmissions will be acquired under the proposed contract. FB CB2/BFT Systems are being used by the U.S. Army Central Commands Joint and Tactical Coalition Forces and are required for Force Protection.
