Description
Design/Build a new 200 member 58,331 SF Armed Forces Reserve Center (AFRC), 9,038 SF Vehicle Maintenance Shop (VMS)/Area Maintenance Support Activity (AMSA) and a 4,458 SF Unheated Storage Facility (UHS) located in Ft. Detrick, Maryland. The building s will be permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems including air conditioning and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extend utilities to serve the project. Accessibility for the disabled will be provided. Force Protection measures will be incorporated into the design, including maximum standoff distances from roads, parking areas, and vehicle unloading areas. Berms, h eavy landscaping and bollards will be used to prevent access when standoff distances cannot be maintained. Furniture will be purchased by other contract. The estimated price range is between $10,000,000.00 and $25,000,000.00. This project is being solici ted full and open with hubzone price evaluation preference. This solicitation is the advertisement of a 2-Phase Design/Build Best Value process. This process requires potential offerors to submit their experience and past performance in Phase I for revie w and consideration by the Government. Following the review, evaluation and rating of the Phase 1 proposals, the Government will select a maximum of five highest rated offerors to receive the technical requirements package and provide a technical, manageme nt and cost proposal for Phase 2 for consideration by the Government. The technical information contained in the Phase 2 proposal will be reviewed, evaluated and rated by the Government. The estimated issue date is 25 October 2006 with an approximate due date for Phase 1 is 28 November 2006. This project is available by downloading from the Internet only.
