- Description
- This Pre-solicitation notice is issued in accordance with FAR 5.204. The US Coast Guard anticipates solicitation and award of a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract consisting of one 3-year Base Period and seven 12-month Option Periods for state-of-the-art Electro Optical/Infrared (EO/IR) turret assemblies, associated hardware and logistical support. The primary objectives of this acquisition are EO/IR system hardware procurement for US Coast Guard rotary wing aircraft and associated support by the hour for the procured hardware. The EO/IR Sensor System will enable sensor equipped US Coast Guard aircraft to provide surveillance, detection, classification, and identification of targets of interest to the Coast Guard, DHS and other federal agencies. The support by the hour will provide comprehensive support for the proposed EO/IR system. The contractor shall be responsible for furnishing all necessary parts, material, depot repair labor, tooling, test equipment, specifications, technical manuals, support and facilities. The SBH shall require the supplier to insure a system availability rate of eighty percent (80%) and Fleet Dispatch Reliability Index of ninety-five percent (95%) per month at a prorated average system usage rate up to 800 operating hours per operating system per year. The contract will require the supplier to manage obsolescence through technology refreshment. The USCG Aircraft Repair and Supply Center intends to act as the primary integration entity for the scope of the contract. The Government intends to use the procedures of FAR Part 12 and 15 for this acquisition. The NAICS is 334511 and the size standard is 750 employees. The Solicitation document (RFP) HSCG38-06-R-500034 will be available for downloading on the FedBizOpps website. Contractors are encouraged to register in the FedBizOpps "Vendor Notification Service" (located on the FedBizOpps home page) to receive all notices for solicitation HSCG38-06-R-500034. A closing date for receipt of offers will be established upon issuance of the solicitation. An anticipated award date has not been established.
