Description
The Department of Education intends to make an award to an 8(a) company. This is a five year contract (09/30/06 to 09/29/11). The purpose of the study is: The National Center for Education Statistics (NCES) within the Institute of Education Sciences of the U.S. Department of Education has the following mission: (1) to collect and analyze education information and statistics in a manner that meets the highest methodological standards; (2) to report education information and statistics in a timely manner; and (3) to collect, analyze, and report education information and statistics in a manner that (A) is objective, secular, neutral, and non-ideological and is free of partisan political influence and racial, cultural, gender, or regional bias; and (B) is relevant and useful to practitioners, researchers, policymakers, and the public. NCES collects statistics on the condition of education in the United States, analyzes and reports the meaning and significance of these statistics, and assists states, local education agencies, and postsecondary institutions in improving their statistical systems. NCES supports a wide range of activities, providing policy-relevant data on issues as diverse as enrollment trends, access of minorities to postsecondary education, the academic achievement of students, comparisons of the U.S. education system with education systems in other countries, and the association between education and economic productivity. The Decennial Census School District 2000 Project provides NCES with a vehicle for identifying special data tabulations containing aggregated data describing attributes of children, families, and households in each school district in the Nation. This project brings together school district geographic boundaries as obtained through a Department of Education sponsored survey of state liaisons on school district geography (funded through the Title 1 Program) with the census data. Paper and digitized maps developed by the individual states are sent to the Census Bureau; the Census Bureau transforms this information to a TIGER/Line file format as a means to tabulate address-oriented data. Once mapped, census blocks are uniquely associated with their respective school districts. Census tabulation blocks are then aggregated to provide estimates for school districts, counties, states, and the U.S. using both long and short form data. The data are tabulated for different types of school districts (elementary, secondary, unified), various age categories of children, and households and families. Virtually, all long and short form data elements are used for these special tabulations. The use of the Decennial Census for statistical and programmatic projects at the National Center for Education Statistics dates from the early 1970's. Census data have provided the agency an opportunity to present detailed demographic, social, and economic data tabulated at the school district level. Such data, as provided by the long and short form of the census, have given the agency, state and local education policy analysts, and education research analysts a once in a decade snapshot of the economic and social demography of individual public school districts across the Nation. This RFP defines the support for the Department of Education's NCES in maintenance, upgrade, update software and revise the NCES School District Demographic System, an interactive Mapping Online System, for 2000 Decennial Census School District Demographics System. This school district mapping system will provide NCES data users and the public geographical visualization capabilities to analyze demographic, socio-economic, and other NCES data. This support shall include proven experience in the following areas: - Geographic Information System and Web site Design; - NCES hardware and software infrastructure; and - ESRI Internet Map Server software- ArcIms and ArcSDE. The contractor shall provide services in data integration, software integration, and deployment services in the support of the NCES School District Demographic System into NCES Web Server. The contractor shall maintain a Program Management Office in the Washington, DC area for coordinating contract performance. SDDS Hardware Environment: - F5 Network Big/IP Network Load Balancing servers (Big/IP NLB) - Compaq Storage Works - Storage Area Network (SAN) with 2.5 tetra bytes of storage - 10 Compaq DL 380 Servers (6 IIS 5.0 Servers/ 4SQL 2000 Servers) - Data communication link network based on Transmission Control Protocol/Internet Protocol (TCP/IP) SDDS Software Environment: - Microsoft Windows 2000 Advanced Server - Microsoft Internet Information Server (IIS) 5.0 - Microsoft SQL 2000 - Microsoft Internet Explorer 5.0 (or higher) - Netscape Navigator 4.0 (or higher) - ESRI ArcSDE and ESRI Internet Map Server (ArcIMS) version 8.1 - TCP/IP Stack for the workstation The contractor shall perform this task order to continue support of the NCES School District Demographic System from October 1, 2006 to September 30, 2011. The NCES School District Demographic System is completed. The work of this task will involve the integrating the NCES School District Demographic System into NCES web server, merging relational databases consisting of Decennial Census Special Tabulation data and the 1999-2000 Common Core of Data with ESRI ArcSDE, and revise four thematic map pages. The contractor shall also use 1999-2000 school district boundaries in ESRI shape files as part ArcSDE database of NCES School District Demographic System. The ArcSDE and ArcIMS application components will be integrated into the ESRI IMS server. The functional requirements of the solution will be elaborated in the following sections. Data Integration The contractor shall provide services to NCES to support the effort of updating demographic and socio-economic databases consisting of the 2006 American Community Survey and 2005-06 CCD school year Common Core of Data for the U.S., states, counties, and school districts. These databases will be implemented using SQL 2003 and will serve as the primary persistent data store for the ArcIMS application. The contractor shall provide services to maintain NCES School District Demographic System on the NCES web site with all applications required by the NCES. The contractor shall provide services to update the web site and web pages of the School District Demographic System. The contractor shall work with ESRI ArcIMS and ArcSDE version 9.1, and install the application components on one or more Windows 2000 Advanced Server at NCES facilities as directed. The contractor shall utilizing the ESRI ArcIMS and ArcSDE development toolset to upgrade the interactive mapping online system application utilizing the 2000 Decennial Census special tabulations provided by Census and verified by Synectics. Contractor shall contact with NCES Information System staff to learn the configuration of NCES web server components in order to support the integration of customized ESRI ArcIMS and ArcSDE application components into NCES server. The contractor shall design web pages for NCES School District Demographic System application which must utilize ESRI ArcIMS standard capabilities included in GIS applications with regard to map navigation, data display and download. The application must allow for the user to choose three levels of visual displays in an Internet browser as follows: * The NCES School District Demographic System applications shall to provide three web-based viewer interfaces to display the 2000 Decennial Census special tabulations geographically. * Profiles of school district - comparison between 2 or more school districts * Download data file - by state, county, or by school district Standard (HTML) viewer provides: * Map and profile of school district/county/state * Thematic mapping of pre-selected tables/items * Download school district boundary files by state/county/school district * Standard GIS functions: pan, zoom, identify, select, query The application must also provide a facility to download data from the application. Flat file download is expected for data and shape files for school district boundaries. Training data users to use the School District mapping System - The contractor shall provide: - 2 demonstrations at NCES Summer Data Conference and MIS meeting. Demonstrations will consist of an overview of the solution components and development methodology, and of the application functionality. Demonstrations will be held at the NCES conference facilities and; - 1 in-house training how to navigate the NCES School District Demographic System.
