- The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source procurement for a SpectraMax M5 microplate/cuvette reader from Molecular Devices, 1311 Orleans Drive, Sunnyvale, CA 94089. NAICS Code is 334516 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and pursuant to FAR 6.302 - only one responsible source and no other supplies or services will satisfy agency requirements. Molecular Devices is the only source known to the Jesse Brown VAMC researcher that provides features that are required for their research and detailed in the following JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC) : Background Information: 1. Project and Solicitation Molecular Devices: SpectraMax M5 with current version of SoftMax Pro. Includes a SpectraMax M5 Multi-Mode Spectrophotometer with UV/Vis absorbance, fluorescence intensity, fluoroscopic polarization, TRF, and luminescence primary read modes. 2. Purpose/Brief History: a. In routine experiments the researches need to analyze in vitro and cell culture data frequently using several spectroscopic techniques such as UV, Fluorescence and luminescence. These techniques require an instrument equipped with a variety of wavelengths. 3. To the best of our knowledge, the SpectraMax M5 is the only microplate/cuvette reader that includes a tunable monochromator offering unlimited wavelength selection. b. JBVA also requires a multifunctional unit such as UV/Vis/ Fluorescent Intensity/Polarization, Fluorescence resonance energy transfer and Luminescence. The SpectraMax M5 also has this capability. c. Equipment must be able to perform Polarization studies required for various experiments routinely performed in our lab. M5 model is the sole model that possesses multifunctional capabilities required. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contracting Office within (7) seven calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the requirements outlined below. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
