Description
AIR MOBILITY BATTLELAB EXPEDITIONARY COMBAT SUPPORT BROAD AGENCY ANNOUNCEMENT PURSUANT TO FAR 35.016 AND 6.102(D)(2) PLEASE READ THIS ENTIRE NOTICE CAREFULLY. THE 305th CONTRACTING SQUADRON, pursuant to this BROAD AGENCY ANNOUNCEMENT (BAA), SOLICITS CONCEPT PAPERS IN SUPPORT OF THE UNITED STATES AIR FORCE AIR MOBILITY BATTLELAB. A. INTRODUCTION: The United States Air Force (USAF) Air Mobility Battlelab (AMB) is the Mobility Air Forces (MAF) catalyst for innovation across the spectrum of MAF missions and skills. We capitalize on links with industry, laboratories, academia and MAF professionals, to advance the USAF distinctive capabilities of Rapid Global Mobility and Agile Combat Support. Our primary focus is on identifying and investigating initiatives capable of being demonstrated in 18 months. Through this BAA, AMB invites solution white papers with rough-order-of-magnitude cost and schedule estimates that address technological innovations and/or process improvements in the area of Expeditionary Combat Support (ECS). This BAA is issued under the provisions of Federal Acquisition Regulation (FAR) paragraphs 35.016 and 6.102(d)(2) which provides for the competitive selection of technology demonstration proposals. Contracts awarded based on responses to this BAA are considered to be the result of full and open competition and in full compliance with the provisions of Public Law 98-369, "The Competition in Contracting Act of 1984." Responses shall reference Solicitation Number. THIS ANNOUNCEMENT IS EFFECTIVE UNTIL 30 SEP 07, AND WHITE PAPERS MAY BE SUBMITTED AT ANY TIME UP TO THAT DATE. AMB considers submissions by evaluation of a five page white paper. A copy of this BAA is also posted on the World Wide Web at http://public.mcguire.amc.af.mil/battlelab.asp. B. OBJECTIVE: AMB solicits innovative white papers addressing solutions to identified MAF needs in the area of ECS. White papers should contain proposals for using existing or modified COTS or GOTS items to reduce the overall deployment footprint, e.g., volume, weight, and/or size of the equipment needed to conduct and support MAF operations at deployed locations. Footprint reduction should not come at the expense of durability, adequacy in capability and power, and usability in prolonged operations. ECS equipment should be simple in design and minimize the need for special tools. Equipment configurations should avoid/minimize the need for any special support equipment beyond off-the-shelf assets. All special equipment/tools required for assembly will be organic to ECS systems/components. ECS systems /components must be air transportable. ECS systems/components must be robust enough for diverse and harsh environments worldwide and operable in all climatic conditions. Integrated ECS systems will provide the capability to support operations for an extended period. ECS systems/components must withstand numerous and extended storage/deployment/use cycles. ECS systems/components design must facilitate deployability, mission sizing, transportability, and storage. Modularity for oversized or heavy items should be addressed and should not entail a large assembly burden on deploying forces. ECS systems must also be quick to: set up, become operational upon arrival at the deployed location, strike when the deployed capability is no longer required, and be designed for ease of reconstitution or disposal. AMB prefers to use contractor-loaned equipment or to participate in Cooperative Research and Development Agreements (CRADAs), but does have limited funding for demonstrations. Ultimately, the AMB conducts operational demonstrations of innovative mobility concepts, evaluates their military worth, and presents its assessments to senior decision makers including the Commander, Air Mobility Warfare Center; Air Mobility Command Headquarters directorates and staff, Vice Commander, Air Mobility Command. Submitters are encouraged to visit the AMB website at http://public.mcguire.amc.af.mil/battlelab.asp. C. ADDITIONAL INFORMATION: Submitters are required to provide their Commercial and Government Entity (CAGE) Number and reference the BAA number with their submissions. Submitters are reminded that they must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov to conduct business with the Government. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to apply. Notice to Foreign Owned Firms: Such firms are asked to immediately notify the Air Force point of contact, Captain Jessica Williams, USAF AMB/MBP, (609) 754-7938 or e-mail jessica.williams2@mcguire.af.mil and battlelab@mcguire.af.mil upon deciding to respond to this announcement. Foreign contractors shall be aware that restrictions may apply which could preclude their participation in this announcement. D. WHITE PAPER PREPARATION INSTRUCTIONS: The cost of preparing white papers in response to this announcement is not considered an allowable direct charge to any other contract, but may be an allowable expense to the normal bid and proposal indirect cost in FAR 31.205-18. Every effort will be made to protect the confidentiality of the white paper and evaluations. The submitter must mark the white paper with a protective legend IAW FAR 52.215-1(e). Following an evaluation of the white paper, the submitter will be advised whether the white paper will be accepted or eliminated from further consideration. 1) All white paper submittals must strictly follow the instructions in this announcement to avoid delays in evaluation or disqualification. 2) The cover page of all unclassified and classified white paper submittals shall be marked with the appropriate BAA Announcement Number and any required security markings. No other information shall appear on the cover page. 3) Submitters shall respond to this BAA using a white paper submitted with no more than 5 pages (including cover page, figures, charts, and tables), using no smaller than 10-point font, and 1-inch margins left/right/top/bottom. If the white paper is longer than 5 pages, the submittal will be rejected before any technical evaluation begins (6 pages allowed for proprietary submittals). The white paper shall be prepared in color or black and white in Microsoft Word (97 or higher) or Adobe Acrobat (Version 4 or higher) electronic file format. The document must be print-capable and not password protected. All text and graphic content must not exceed 700KB in total file size. Graphic depictions of the proposed solution are encouraged. Graphic images inserted into the document should be in a file format (GIF/JPEG) to minimize file size and support clear SVGA display and document printing. 4) The white paper shall meet the following requirements: (a) Describe which Air Force mission needs are met, or partially met by this solution (b) Provide a functional description of what the solution will do (c) Explain the type of technology involved (d) Describe the qualifications of the company (e) Characterize the complexity of the problem the solution addresses (f) Discuss how long the demonstration should last (g) Discuss the relationship to other efforts and related contracts/programs (h) Provide a cost estimate of the demonstration (i) Provide a demonstration schedule 5) Unclassified responses should be transmitted via e-mail to battlelab@mcguire.af.mil, using the document title as the subject. Additionally, unclassified materials can be mailed to the Air Mobility Battlelab, ATTN: Contracting, 5656 Texas Avenue, Fort Dix, NJ 08640-5403. White papers submitted via e-mail shall be transmitted in Microsoft Word or Adobe PDF electronic file format and each must include all information requested in this BAA. 6) Classified responses (up to SECRET collateral) should be transmitted via SIPRNET e-mail to battlelab@mcguire.af.smil.mil, using the document title as the subject. Additionally, classified responses can be mailed to the Air Mobility Battlelab, ATTN: Contracting, 5656 Texas Avenue, Fort Dix, NJ 08640-5403. Mailed responses must be appropriately marked, sealed and mailed in accordance with classified material handling procedures. Responses via SIPRNET shall be transmitted in Microsoft Word or Adobe PDF electronic file format and each must include all information requested in this BAA. Classification does not in any way eliminate the submitter requirement to comply with all instructions in this BAA. E. BASIS FOR AWARD: Proposals, when requested and submitted, will be evaluated as they are received. Evaluations will be based on acceptability or non-acceptability without regard to other proposals submitted under this announcement. Proposals will be evaluated using the following factors: operational impact, readiness impact, cost to acquire, cost savings, technical risk, traceability to requirements, urgency, advocacy, time to complete initiative, and cost to complete initiative. Type of contract(s) expected: Firm Fixed-Price. F.
