Description
The Government intends to negotiate on a sole source basis and award to The Bell-Boeing Company, Bell Boeing Joint Project Office, V-22 Program Office, P.O. Box 70, Patuxent River, MD 20670 a sole source contract for the "in place" upgrade of the current CV Cabin Part Task Trainer (CPTT) located at Kirtland AFB, NM from its current configuration to concurrency with the current aircraft configuration, to include: installation of new troop seats; install a new Flight Engineer seat; modify the rear cargo ramp for new ramp mounted weapon system; install and integrate a new rescue hoist, hoist functions and new upper crew door; insert malfunctions into the current IOS system; modify the interior/exterior empennage carbon fiber composite structure, upper cargo ramp door, and IOS software as necessary for the listed modifications; install and integrate, test and deliver into the CPTT any specified CV-22 based ECPs fielded before FY09. The anticipated date for award, is planned for 15 March 2007. Delivery shall be 12 months after receipt of order. This action will be negotiated on a sole source basis under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). Bell-Boeing is the only contractor currently under contract to deliver the requirements listed, given the complexity of training system enhancements required and the level of data required to implement the program requirements. Bell-Boeing is the only source that possesses the: necessary engineering data; aircraft design, performance, EW system and flight test data; flight control and mission computer software; concurrency design and upgrades; technical skills; requisite knowledge of the design and fabrication; performance and operational characteristics of the CV-22 aircraft and training devices, and is the only source for certain aircraft contractor furnished components specifically related to this requirement. Therefore, Bell-Boeing is considered the sole source possessing the knowledge, system data and components, and experienced personnel necessary to modify this trainer in parallel with the current aircraft configuration necessary to fulfill the government?s requirements. A solicitation will be issued on or about 17 November 2006. This procurement will result in a FFP contract modification. See numbered note 22 (substitute fifteen for forty five days). A determination not to compete this proposed action is solely within the discretion of the Government.
