Description
The Naval Air Warfare Center, Weapons Division (NAVAIR) anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) contract to purchase a minimum of 3 commercial slip ring assemblies with authority to order no more than 78 slip ring assemblies over the 5 year ordering period. NAVAIR's requirement is for commercial off the shelf (COTS) products which would require no more than minor modification to operate in a NAVAIR radar system. The slip ring will have 25 signals, including differential signals, which must be able to fit within an approximate volume of 3.5 inch outer diameter x 0.75 inch inner diameter x 1 inch height. The slip ring must utilize design principles and practices which minimize stray electromagnetic emissions. Government approval of the COTS design for use in the radar system is required prior to fabrication of the 1st order. Interface Control Documentation (ICD) for the approved design is required with delivery of the 1st order. COTS products which contain functional Mercury are not eligible for award. A draft of the detailed statement of work and radar specifications applicable to slip ring operations will be posted as an attachement to this synopsis. Comments on the statement of work or specifications should be submitted to martha.aldridge@navy.mil no later than 24 October 2006. A standard commercial warranty is required. The government desires a warranty for both parts and labor for a period of at least one year. All units will be delivered FOB destination to China Lake, CA. The minimum order is to be delivered no later than three months from award of the order. Any subsequent orders will specify delivery dates in the order. This acquisition is a full and open competition and will be processed under the Test Program for Certain Commercial Items established in FAR 13.5. All responsible sources may submit a quotation which will be considered by the agency. This solicitation is scheduled to be posted on 30 October 2006.
