- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While is it understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to rent phones and service on an ?as needed? basis. No phones will be purchased. IRIDIUM/SATELLITE phones may be required occasionally. The Government shall advise vendor of such requirements. International phones/service shall include various countries: Japan, United Kingdom, Australia, Africa, Norway, Iraq, Italy, England, Scotland, Germany, Taiwan, Austria, France, Spain, Brussels, Kuwait, Qatar, New Zealand, Switzerland, Ecuador, Israel, Brazil, Russia and other countries as requested. No international phone(s) except IRIDIUM/SATELLITE shall have the capability to be used in the United States. All rental phones must be marked clearly with complete phone number and include the following: travel charger with adapter to charge phone in international countries; carrying case to hold phone, battery, adapter and instructions; complete instruction booklet detailing proper procedure on dialing local and long distance calls; and company telephone number and point of contact for users to call in case of problems. The vendor shall provide cost of daily rental, local, long distance and international calls including incoming/outgoing calls to landlines and rental cell phone(s). This includes IRIDIUM international cell phones. The Government shall not be liable for any activation or setup fees. The vendor shall furnish a prepared order form that will be faxed or emailed to the company with each requirement. If more than one form is required, due to regulations in countries, the vendor shall furnish such. The form shall provide a return address for shipping rental phones back to the company. The form shall contain a rate schedule for applicable countries being visited. The vendor shall ship rental phone(s) by Federal Express to arrive on the date required and include a return prepaid Federal Express form. The vendor must have the capability to provide Overnight Shipping at no additional cost to the Government, if required. The Government shall return the rental phone(s) to the vendor upon completion of the required travel using the Federal Express shipping document provided by the vendor. The Government reserves the right to cancel the contract by giving the vendor thirty (30) days advanced written notice issued by the Contracting Officer at no additional charge to the Government. Award is to be made under simplified acquisition procedures on an all or none basis. The closing date is 27 October 2006. Anticipated award date is 06 November 2006. THE GOVERNMENT SHALL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE IDENTIFIED IN THIS NOTICE.
