Description
The NASA Glenn Research Center (GRC) intends to purchase the overall analysis and subscale testing approach that will determine the overall exhaust system design for the B-2 rehabilitation/modification effort for thermal vacuum testing of the J-2X engine from Cleveland State University. Cleveland State University has submitted an unsolicited proposal that demonstrates a unique and innovative concept for modifying this facility. In order to ensure a successful J-2X test series, it is imperative that NASA GRC secure the expertise of an individual with the following three knowledge bases: 1.) extensive knowledge of the existing facility and its intended operation, 2.) detailed knowledge of large chemical rocket engines and an understanding of the interplay between engine testing requirements and associated facility requirements and 3.) analysis and modeling experience that will permit the assessment of proposed concepts for a modified B-2 facility. Cleveland State University possesses these critical knowledge bases. This sole source is under the authority 10 U.S.C.2304(c)(1) and the Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". This procurement is being conducted under Simplified Acquisition Procedures (SAP) set forth in FAR Part 13 The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday October 27, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
