Description
Evaluation of Shape I & II project. The US Agency for International Development, Mission to Ghana intends to issue a Request for Proposals (RFP) in anticipation of a cost-reimbursement contract to perform an evaluation of the Shape I & II program. USAID?s Strategic Objective 2 (SO2), Increasing the Effectiveness of the Primary Education System, was a program designed to help Ghana?s education system progressively address district and school level constraints to quality education. SO2, which ran from 1996 to June 30, 2005, was also known as the Quality Improvement in Primary Schools (QUIPS) program. QUIPS combined project assistance and non-project (i.e., budgetary) assistance to support Ghana?s constitutionally mandated program of free, compulsory, universal basic education (fCUBE). QUIPS worked in collaboration with the Ministry of Education, Science and Sports (MOESS) and the Ghana Education Service (GES?the implementing agency of the Ministry responsible for pre-tertiary education) to achieve the objective of increasing effectiveness in the primary education system. The contract will be implemented under the USAID/Ghana-MOESS program for: Improved Quality of and Access to Basic Education (SO8). The objective of this Statement of Work (SOW) is to conduct a final evaluation of the SHAPE program (SHAPE I and SHAPE II), including both the in-school aspect and the pre-service teacher training component. While the evaluation will assess the impact of SHAPE by looking at the reported data, it will also look at the range of factors that may influence positive and negative outcomes of SHAPE. This is a full and open competition and the procedures set forth in FAR Part 15 shall apply. The authorized geographic code for this activity is 935. USAID encourages the participation to the maximum extent possible of small business concerns, small disadvantaged business concerns and women-owned small business in this activity as prime contractor or as subcontractor in accordance with Part 19 of the FAR. USAID anticipates awarding a single contract with a period of performance of approximately 2 (two) months. The RFP will be posted on the FedBizOpps web page (www.fedbizopps.gov) not less than 15 days after this notice is issued. In accordance with FAR 5.102(d) availability of the solicitation is limited to this electronic medium only. Requests for other copies of the RFP will be disregarded without notice to the requestor. No phone requests will be accepted, no RFP will be available for pick-up, and no walk-ins will be allowed. The release of this notice in no way obligates USAID or the US Government to release an RFP or make an award of any type.
