NOTICE OF INTENT: The United States Department of Agriculture (USDA), Office of the Chief Information Officer (OCIO), Information Technology Services (ITS) intends to negotiate and award a modification to an existing blanket purchase agreement utilizing simplified acquisition procedures, which will be awarded to DLT Solutions under their GSA FSS Contract #GS-35F-4543G. The BPA modification will cover subscription renewals of existing AutoDesk licensed products and the trade-in of a portion of existing licenses in exchange for upgraded AutoDesk software products, and extend the existing BPA to September 2010. II. BACKGROUND: In August 2004, USDA entered into a fixed price blanket purchase agreement (BPA) with DLT Solutions and AutoDesk Inc. to obtain Computer Aided Drafting Software. This agreement was based on the Request for Quote RFQ AG-82TS-S-04-0016. The agreement currently expires in September 2007. This modification is proposed in order to provide additional Computer Aided Design Software to USDA Service Center Agency (SCA) computer aided software users, and to extend the BPA to September 2010. This modification would trade-in current licenses to obtain credit for new AutoDesk Civil 3D licenses. III. SYNOPSIS/SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, and the test program outlined in FAR 13.3, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This non-competitive action will be awarded under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13, NAICS code is 511210. This notice is not a request for competitive proposals. Responsible sources who are interested in this procurement may respond by providing clear and convincing information that identifies their capabilities. The following FAR provisions apply: FAR 52.212-1, Instructions to Offerors -- Commercial Items; FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items; FAR 52.212-4, Contract Terms and Conditions -- Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items.
