Description

The National Institute of Standards and Technology (NIST) intends to negotiate with Mrs. R. A. Stevenson of 4135-A 104th Drive, Westminster, Colorado to provide for expansion and enhancement of the Thermodynamics Research Center (TRC) Thermodynamics Tables. General skills involve computer programming and database design, combined with extensive experience in critical data evaluation. Specialized skills include demonstrated familiarity with the TRC database systems and TRC Thermodynamic Tables-Hydrocarbons and TRC Thermodynamic Tables-Non-Hydrocarbons. TRC Thermodynamic Tables-Hydrocarbons and TRC Thermodynamic Tables-Non-Hydrocarbons represent hard-copy publications of the critically evaluated thermo-physical and thermo-chemical property data for various classes of organic compounds. These publications are supported and maintained by the Thermodynamics Research Center (TRC) of the Physical and Chemical Properties Division. Mrs. Stevenson has a unique combination of skills necessary for the production of the TRC Thermodynamic Tables (Hydrocarbons and Non-Hydrocarbons Series) both technically and organizationally. The production of the TRC Thermodynamic Tables has been developed and coordinated by Mrs. Stevenson since 2001. Mrs. Stevenson has a unique combination of skills and experience to provide the solutions for all the tasks related to the work under the contract. Progress in the preparation of the Thermodynamic Tables-Hydrocarbons and TRC Thermodynamic Tables-Non-Hydrocarbons and development of SOURCE data system has its immediate impact into development and timely completion of a variety of other databases as well as hard-copy data products scheduled for release by the TRC. Any lapse in the quality, continuity, and schedules for TRC data products would be severely detrimental to NIST and to the users of this information. This notice is for information purposes only. The provisions and clauses are those in effect through Federal Acquisition Circular 2005-12, and Statutory Exception 41 USC 253(c)(1), only one responsible source. No formal solicitation will be issued. No awards will be made on the basis of requests for response this notice. The Government intends to negotiate on a sole source basis with Mrs. Rebecca Stevenson.
