- This publication serves as a notice that the Contracting Center of Excellence (CCE) intends to issue a solicitation on behalf of the Assistant Chief of Staff for Installation Management (ACSIM) to provide professional support services, advice and recommendations associated with strategic planning, program planning & implementation, program analysis, program integration, requirements evaluation, resource optimization, property transfer, military constructio n, and environmental restoration in addition to that found within the federal workforce of the Headquarters Department of the Army (HQDA) in support of the U.S. Armys Base Realignment and Closure Division (BRACD) mission. Specifically, the Contractor sha ll perform the following: 1) make optimum use of the diminishing BRAC environmental program resources in cleaning up and transferring legacy BRAC and excess properties, 2) develop and implement protocols to ensure the timely and cost-effective implementati on of realignment actions resulting from the BRAC 2005 actions, 3) make optimum use of the lessons learned from the previous BRAC efforts to develop and implement strategies for the accelerated cleanup and disposition of properties made available by BRAC 2 005 closure actions, and 4) develop and implement effective processes and procedures to track and account for the cost savings resulting from BRAC 2005 implementation. The anticipated period of performance will be a one-year base period with four (4) one-year option periods. A Single Award, Time and Materials type contract is contemplated. This solicitation will be Full and Open. There are no restrictions on who may su bmit proposals. The NAICS code is 541611, Small Business Size Standard of $6.5 Million. It is anticipated that solicitation number W91WAW-07-R-0002 will be issued on or about 13 November 2006. The exact closing date and time of the solicitation will be i dentified in the solicitation package. It is the sole responsibility of the offeror to review the webpage frequently for any updates/ amendments and in case the solicitation is issued prior to 13 November 2006. All prospective offerors must have a Commerc ial and Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov.
