Description
The Army and Air Exchange Service (AAFES) intends on awarding Design-Build-Plus (DBP) Construction Multiple Award Contracts (MAAC) to support its facilities construction program. The contracts will provide for a basic contract effort to cover a two (2) years, with three (3) one-year options and will cover a broad range of construction services to include; new facilities, facility repair, facility renovations and design-build services. These facilities include but are not limited to; Shopping Centers, Convenience Stores (with or without Gas/Service Stations), Mini Malls, and Car Care Centers. Emergency temporary facilities at disaster locations may also be required. The contracting effort will be in two phases. In Phase One, Technical Proposals will be received, evaluated, and determined who is technically qualified for a specific geographic region(s) (contractors may submit technical proposal any or all regions). In Phase Two, Request for Proposals will be issues for individual projects to contractors who have been determined technically qualified in Phase One. Proposals will be evaluated through competitive procurement methods and a Stand-Alone Task Order will be awarded. The AAFES Construction program will be divided into regions throughout the Continental United States (CONUS) and Outside the Continental United States (OCONUS), to include Alaska, Hawaii, Puerto Rico, Guam, and Virgin Islands. Tentatively, the geographic regions are established as follow: Region I ? New York, Pennsylvania, Virginia, Maine, Vermont, New Hampshire, Massachusetts, Connecticut, New Jersey, Delaware, Maryland, Rhode Island, District of Colombia Region II ? Mississippi, Alabama, Tennessee, Florida, Georgia, North Carolina South Carolina Region III ? Wisconsin, Illinois, Michigan, Indiana, Ohio, Kentucky, West Virginia Region IV ? Colorado, New Mexico, Kansas, Oklahoma, Texas, Missouri, Arkansas, Louisiana, Region V ? Wyoming, North Dakota, South Dakota, Nebraska, Minnesota, Iowa Region VI ? California, Nevada, Arizona, Utah Region VII - Washington, Oregon, Idaho, Montana Region VIII - Hawaii Region IX ? Alaska Region X ? Puerto Rico, US Virgin Islands Region XI - Guam The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 236220, Commercial and Institutional Building Construction. Several other NAICS codes may apply to specific projects i.e. 541 - Professional and Technical Services. Individual Task Orders may range from $750,000 to $40,000,000.
