Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR subpart 12.6, with supplemental information included in this notice. This constitutes the only solicitation. Price quotes are being requested and a written solicitation will not be issued. Solicitation No. RMH00070002 incorporated provisions and clauses identified in FAR Subpart 12, FAC 97-3, as required. NAICS code is 335999. SMALL BUSINESS SET-ASIDE. This project will be procured using commerical item procedures. This procurement is for NEW equipment only. Refurbished equipment is UNACCEPTABLE. Item Description Qty 1. 15 kV, Single Phase Automatic Circuit Recloser (see the following specs.) 6 Recloser control shall be microprocessor based. Applicable Standards: The recloser and its control must be designed and tested to meet the following standards: ANSI/IEEE C37.60, ANSI/IEEE C37.90.1-2002, ANSI/IEEE C37.90.2-1995, C37.85-1989 Ratings 15 kV - Nom. Voltage, 15.5kV - Max. Voltage, 110 kV - BIL, 800 A - Cont. Current, 10 kA - Inter. Current, 50 kV - AC, 1 min. (dry), 45 kV - AC, 10 sec. (wet) Construction:: - The recloser consists of a cast aluminum-silicon mechanism cabinet and one pole assembly where a vacuum bottle interrupts current. - The mechanism cabinet is to house a maintenance-free magnetic actuator, which provides the required force to open and close the vacuum pole assembly. The use of a HV solenoid is not acceptable. See details under Mechanism. - The recloser shall utilize a hydrophobic cycloaliphatic epoxy (HCEP) solid dielectric for the insulation medium in the pole. SF6 or oil is not acceptable for interruption or insulation purposes. - The unit shall be designed for 10,000 mechanical or loadbreak (800 A) open/close operations. - The recloser shall be of a lightweight design, constructed not to exceed 100 lbs. (45 kg) for the pole and 50 lbs. (23 kg) for the low-voltage cabinet. - Provisions shall be included for electrical close, and electrical and manual trip. - Pulling down a yellow handle when in the closed position shall provide mechanical opening. Mechanical opening will result in unit lockout and mechanical blocking to prevent close. - A highly visible red/green (opened/closed) indication cup shall be included on the bottom of the actuator housing. - An amber colored indication light shall be included on the bottom floor of the control cabinet and shall illuminate during unit lockout. - Operating termperature range shall be -40 degree C to +70 degree C. - The mechanism must be accessible through a 5"X9" screw-on panel on the recloser casting. Use of gasket for prevention of water entry shall be used on both the top of the casting (between casting & pole) and between the casting and the screw-on panel accessing the mechanism. - The bushing shall be supplied with 1-inch stud type connectors. - All parts must be field replaceable. Mechanism: The mechanism shall utilize a direct drive magnetic actuator capable of fast opening and closing operations with no recharging delay (no operating power shall be required to hold the unit open or closed). The unit must be AC powered through the electronic control or optionally through a rechargeable lead acid battery, allowing fast multiple open-closed-open operations. Reclose delay time on first reclose shall be set to not exceed 0.1 seconds. Solid Dielectric Insulation The recloser shall employ a Hydrophobic Cycloaliphatic Epoxy (HCEP) insulation system and not rely on gaseous or liquid dielectric. The insulating dielectric shall be constructed of HCEP, a material that has superior hydrophobicity, which is similar to silicone with the strength of epoxy. 15 kV Creepage Distances 38 in H2 ? ground (in) 960 mm H2 ? ground (mm) 45 in H1 ? H2 (in) 1160 mm H1 ? H2 (mm) Vacuum Interrupters Current interruption shall occur by a vacuum interrupter, providing minimum and even contact wear, long life and maximum reliability. Current Sensing An encapsulated 600:1 CT and vacuum interrupter shall be encapsulated in a hydrophobic cycloaliphatic epoxy ( HCEP) material. Output from this CT is sent to the control for current measurement for protection, instrumentation and metering. The current sensor shall be designed not to saturate up to the full interrupting rating of the unit. This CT shall not be damaged or open circuited by disconnecting the control cable from an energized recloser. Mounting Frame The recloser shall be provided with a stainless steel mounting frame for pole mounting. Pole mounting frame must be of sufficient size to accommodate the addition of a voltage transformer (VT). Mounting bracket must also include brackets for mounting a line and load side lightning arresters. Control Cable The recloser is to be supplied with a 30? (9m) control cable. Cabinet Construction The control cabinet must be of sufficient size to accommodate an electronic control and associated wiring. The low voltage cabinet housing the recloser control shall be stainless steel and is to be painted ANSI 70 gray. Use of a gasket for prevention of water entry shall not be permitted. Battery Backup ? The recloser shall be able to operate on AC without a battery. Pickup range shall be from 30 to 2000 A in 10 A steps Selection of number of operations to lockout can be 1, 2, 3, or 4 The recloser control shall be capable of programming a standard minimum trip (A) setting as well as an alternate setting for seasonal or other alternate applications The recloser control shall maintain the capability of carryover electrical power, in the form of capacitors, to allow one open-close-open operation immediately upon loss of electrical power If there is insufficient energy available for tripping, the control shall block closing as a safety Upon loss of electrical power to the control, the decision to block close or enable reclose shall be determined by the user The control will be able to operate the magnetic actuator upon cold-start (following loss of AC power) within 20 seconds Current metering capabilities: Phase currents (magnitude only) Range: 0 to 10kA primary @ 600 Amp nominal Accuracy: ? 2.5% of measured value from 0.1x to 1x nominal (i.e., 30A to 600A) ? 10% of measured value from 1x to 20x nominal (i.e., 600A to 10kA) Communication features: The control shall be connected directly to a communication device via an RS-232 serial communications link for external access The control must be supplied with ModbusTM ASCII protocol. All settings shall be enabled and set through the serial link, by way of a simple software program based on the ModbusTM ASCII protocol message format. Software Requirements: The recloser must be supplied with software, free of charge: WinICD ? software for programming and interfacing with the ICD control A 9-pin D type null modem cable is required for connection from RS-232 port to software-loaded PC Warranty The warranty on the recloser mechanism and its microprocessor controller shall be three years from shipment. Equipment Specification All bids must be accompanied by an equipment specification. The specification will be used to determine if the manufacturer?s recloser mechanism meets all the requirements of the S.C.I.P ?Specification for 15 kV, Single-phase Automatic Circuit Recloser?. Technical Representative The manufacturer shall conduct an eight hour, one time, on site training session for the recloser and its controls. Bidders must include and conspicuously list in their bid the cost of the training session by a factory or technical representative at the SCIP?s Coolidge, Arizona facility for the purpose of demonstrating the use of the unit to linecrews and engineering staff. This technical representative must be a field or applications engineer, not a sales person. Before a contract is awarded, S.C.I.P. reserves the right to require a manufacturer to provide documentation that the manufacturer and its recloser meets the above specifications. If the manufacturer cannot provide the documentation within seven calendar days of notification, award of the contract is forfeited. Delivery is to San Carlos Irrigation Project, 13805 N.
