This is a combined synopsis/solicitation for commercial items prepared under Simplified Acquisition Methods, FAR 13.5 Test Program for Certain Commercial Items, and prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. Quotes are being requested and this announcement constitutes a combined synopsis and solicitation request. This requirement is being issued by GovWorks under the Department of the Interior on behalf of The Department of Homeland Security, Federal Emergency Management Agency. GovWorks Procurement will handle the solicitation and resultant contract administration as well as payment of invoices. The successful contractor will be required to complete electronic banking information for electronic payments, and must be registered in CCR - www.ccr.gov. FAR 52.204-7 Central Contractor Registration is incorporated by reference. All responsible and responsive quotes in response to this solicitation will be considered by the Agency. Due Date Information: Responses to this RFQ shall be via electronic submission to Glenn.Lambert@mms.gov on or before 15 November 2006, 2:00 pm Eastern Standard Time. All inquiries must be via email, and all questions and responses will be posted to the FEDBIZOPS website as an amendment to this original announcement. Questions concerning this solicitation MUST be submitted no later than 31 October 2006, 2:00 pm Eastern Standard Time. Product Description with Required Quantities: General Specifications: The Federal Emergency Management Agency (FEMA) has a requirement for 40 rapidly deployable expandable structures that can be stacked for economical shipping and storage, expanded during assembly to increase useable space, and returned to their original dimensions when disassembled. The structures should be suitable to address infrastructure needs, such as offices, schools, medical centers, and other public buildings, and sturdy enough to ensure multiple reuse in future deployments. The structures shall be constructed for effective multiple reuse, which will enhance current response and recovery activities well beyond the semi-disposable products currently being used by FEMA. Basic Specifications: - Compliance with all national standard codes (building, electrical, plumbing, etc.). All structures must be designed for compliance with the Americans with Disabilities Act, and all other applicable Federal, State, and local legislation. - Each unit should be a minimum of 700 useable sq. ft. - Each unit must be modular in design; capable of being adjoined to other units to increase useable square footage. - At a minimum, each unit should have one door and one window. - Units should require minimal site work to erect. - Units should be capable of supporting electrical / plumbing fixtures once erected. - Units must be capable of being transported from FEMA?s storage facilities to potential disaster areas by tractor trailer. - Units must have the ability to be utilized in any region of the country during any season of the year. - Units must be durable enough to be converted to permanent facilities. Quote Submission Requirements: Contractors are required to submit two (2) documents: a written Technical quote (Contractor?s Format), and Firm Fixed Price quote (Contractor?s Format). Technical quotes shall include the following: Description of the contractor?s product and how well it meets or exceeds the government requirement described in the General Specifications and Basic Specifications listed above. Contractor?s illustrations, catalogues, manufacturing information, other product literature, and web-site information will be accepted. Contractors shall also provide the following information as part of their technical quote: Tax Identification Number (TIN) Dun & Bradstreet Number (DUNS) North American Industrial Classification System (NAICS) Standard Product Code Please ensure that your firm?s CCR Registration/Certification is current (http://www.ccr.gov). Please ensure that your firm?s Online Representations and Certifications Application (ORCA) has been completed at the following government portal: http://orca.bpn.gov. Submit a price for conducting a one-time, 2-day training seminar on unit transport, erection, and dismantling, to be conducted at the delivery destination below. (The training seminar will be an optional CLIN on the contract award to be exercised solely at the discretion of the government). Destination information: All deliveries shall be shipped directly to the following address: FEMA Emergency Housing Distribution Center 661 Selfield Road Selma, AL 36703 Delivery schedule: Twenty (20) units shall be delivered within 45 days of contract award with the additional 20 units to be delivered within 90 days of contract award. If contractor cannot meet this schedule they are encouraged to propose alternative delivery schedules in their technical quotes. Anticipated Award Date: 1 December 2006 Basis for Contract Award: Contract award shall be made to the responsible contractor whose quote, in conforming to this RFQ, provides an overall best value to the Government. Quotes will be evaluated by how well the quoted products meet the Government requirements listed above.
