Description
The Space and Naval Warfare Systems Center, San Diego (SSC SD) intends to negotiate a sole source contract with GRIFFIN, MEHL & BARTEK LTD; DBA SPEARHEAD INNOVATIONS, LTD, 2001 Jefferson Davis Highway, Arlington, VA 22202-3603 for enhancement and ruggedization of the Product Acoustic Signature System (PASS) Contraband Detector. This procurement is to contract for up to two PASS detector units enhanced for military use, with an option for subsequent acquisition of up to three PASS detector units with further miltary-specific enhancements. This effort seeks to optimize the detector for use in a military operational environment by simplifying the software graphical user interface; providing enhanced user friendliness and capabilities; enhanced detection reproducibility, consistency and minimized risk for false alarms; and increased in-field performance of the detector. These enhanced capabilities will provide military personnel/users of the detector a significantly more reliable method of screening cargo/materials for different types of contraband items of potential concern that might be hidden in cargo/materials containers. The effort is separated into two phases, the base (Phase 1) is directed at enhancing the unit to provide further automation and an alternative readout, to specifically address user interface issues noted in an initial evaluation of the commercial PASS detector unit during operational testing in May 2006. The option (Phase 2) is directed at
