- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for proposal (RFP) M67854-07-R-9007 with incorporated provisions and clauses in effect through Federal Acquisition Circular 2001-12. The NAICS is 541512. The solicitation is set-aside 100 percent for small business. The small business size standard is 23M. Develop Two (2) Terrain data bases for use with Marine War Fighting Laboratory (MCWL) I-FACTs. These data bases will be of training areas used by USMC in Yuma Arizona so that realistic simulation can be done before units conduct live fire. The development of data bases depicting USMC training areas will allow for units to rehearse operations on the ground which live fire will be conducted. SHALL PROVIDE SOFTWARE (I FACT SOFTWARE)SOFTWARE SHALL WORK WITH THE MAIN (I FACT SYTEM)That the Marine Corp are using to INCLUDE UPGRADES TO THE SYSTEM. Shall develop terrain databases for use on the I-FACT and LiteFlite software. The area to be developed is defined as follow: CLIN 0001: IRIS WASH AREA: RANGE 2507 NORTH Map sheet information: NAD 83/WGS 84 EDITION 7-NGA SERIES V795 SHEET 2950 IV (IRIS PASS) Iris Wash area: 10km x 12km,11S PT 4205,11S PT 5205, 11S PS 4293 and 11SPS 5293 CLIN 0002 BLUE MOUNTAIN AREA: RANGE 2507S Map sheet information: NAD 83/WGS 84 EDITION 4-NGA SERIES V795 SHEET 2950 II (ACOLITA) Map sheet information: NAD 83/WGS 84 EDITION 4-NGA SERIES V795 SHEET 2950 I (CHUCKWALLA SPRING) Blue Mountain area: 12km x 10km,11S PS 6887,11S PS 8087,11S PS 6877, AND 11S PS 8077 This additional terrain data base will be developed and tested prior to delivery which will be No Later Than (NLT) 90 days. Shall provide five (5) copies of this Terrain Data Base to (MCWL) with detailed instructions for installation and provide technical support via telephone for the installation process. Shall provide any necessary patches, should any be required, with detailed installation instructions IOT operate the I-FACT software with the new databases. Evaluation -- Commercial Items (JAN 1999) Evaluation - Criteria: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer technically acceptable represents the best overall value to the Government based on the evaluation of the technical criteria, past performance, and price. Only those offerors submitting technically acceptable to this solicitation shall be considered for award. For the purpose of this best value evaluation of technically acceptable proposals, technical capabilities and past performance, when combined, are significantly more important than price. The following factors shall be used to evaluate offers: A. Technical Criteria; (1) Technical capability of the item offered to meet the Government's requirement and (2) Delivery Schedule and B. Past Performance: (1) Submit the names of two (2) companies for whom like or similar services have been performed within the past three (3) years. Include specific points of contact and phone numbers. Past performance will be evaluated on 1) quality of product or service 2) timeliness of performance (ability to adhere to deadlines) and overall customer satisfaction. C. Price: Awar d will be made to the responsible offeror whose offer is determined to be the best overall value to the government, price and other factors considered.A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer , whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
