- The Marine Corps Systems Command on behalf of the Marine Corps Warfighting Laboratory (MCWL is in the planning stage of seeking interested vendors that have a Cargo Air Delivery System for testing during the Marine Corps Warfighting Laboratory?s (MCWL) Distributed Operations experiments. MCWL is interested in identifying equipment and technical support available for bailment to support technical demonstrations and experimentation to develop the tactics, techniques and procedures needed to employ air delivery as a method of sustaining small dispersed tactical units. The government is focused primarily on seeking suitable commercial and non-developmental items that can be easily modified to meet existing government requirements to support military experimentation scheduled as: Limited Technical Assessment (LTA): March 2007 at a West Coast U.S. Military Training Center in the Continental United States. LTA time duration will be no longer than (11) days; individual cargo air delivery system performance will be limited to a few days. Small Unit Enhancement Training (SUET): July 2007 at a West Coast U.S. Military Training Center in the Continental United States. SUET time duration will be no longer than (19) days; cargo air delivery system performance will be limited to a few days. Limited Objective Experiment (LOE): September 2007 at a West Coast U.S. Military Training Center in the Continental United States. LOE time duration will be no longer than (18) days; cargo air delivery system is anticipated to be involved in the experiment for at least (5) days. The cargo air delivery system performance parameters are as follows: Transport cargo: minimum weight 200 lbs; optimal weight 800 lbs Cargo load delivery accuracy: within a 200 meter Circular Error Probable (CEP) in winds up to (10) MPH Departure / Launch requirements: Must meet one or more of the following categories: (1) Launch from a standard U..S. Military Expeditionary Airfield (EAF), (2) Launch from an unimproved road (Combat Service Support Category), and (3) Dropped from a Standard U.S. Military Aircraft (Air-Drop Category) Transit Distance requirement: minimum 20 miles; optimal 200 miles To facilitate planning efforts, MCWL will host an Industry Day on 7 November 2006 at 0900 in Building 3280, 3280 Russell Road, James Wesley Marsh Center, 2nd floor, conference room numbers 252 & 254, Quantico, VA 22134. The Government will provide an overview of Distributed Operations and the requirement for a cargo air delivery system. In addition, the Government will schedule, with interested parties, one-on-one meetings tentatively scheduled for the period 8-16 November 2006 at MCWL, Building 3255, Newlin Hall, second floor. The Government desires to meet with technical personnel capable of presenting information that may enhance the capabilities of the DO cargo air delivery system. The Government will not entertain sales, marketing, and/or corporate capability briefs. Each meeting will last no more than 2 hours. Due to space limitations, interested parties are requested to limit attendance to no more than 3 people.
