Description
FIRST IMPRESSION LOBBY RENOVATIONS AT THE GREEN FEDERAL BUILDING, 600 ARCH STREET, PHILADELPHIA, PA The NAICS code applicable to this project is 236220 (Commercial and Institutional Building Construction). The Project Number is RPA-16668 and the Solicitation Number is GS-03P-07-AZ-C-0008. The General Services Administration (GSA) is soliciting proposals for the renovations to the Green lobby that will involve removal of ACM ceiling, provide new ceiling/lighting, wall modifications at the IRS walk-in center and at un-used doors to Arch Street, architectural elements on walls that will match the TV monitor surrounds that currently exist, painting of elevator frames, new terrazzo flooring near IRS walk-in center to match caf? flooring. Some marble stone in the elevator lobbies will be changed to granite to tie into the main lobby finishes. The estimated cost of this project is between $1,000,000.00 and $5,000,000.00. The contract will be acquired using Source Selection procedures as identified in FAR 15.3 with a firm fixed price award to the offeror who provides the best value to the Government. This solicitation is being procured on an unrestricted basis. Offerors will be evaluated based on technical merit and price proposals. The Government reserves the right to make an award without discussions. For this procurement, technical evaluation factors are more important than price. The technical evaluation factors for the evaluation process are, in descending order of importance: 1. Project Management Plan, 2. Past Performance on Similar Project and 3. Technical Qualifications of Key Personnel. Copies of this solicitation (RFP) with drawings will be available on our about Wednesday November 8, 2006. Offerors MUST be registered in the Contractor's Central Registration (CCR) database in order to participate in this procurement. The website for CCR is (http://www.ccr.gov). Security procedures are being enacted to reduce the risk that sensitive unclassified material will be used for dangerous or illegal purposes. Therefore, only authorized users will be issued a copy of the specification and drawings, and these documents cannot be copied once obtained. The following procedures must be adhered to by all authorized users. Offerors (both General Contractors and Subcontractors) who want a copy of the solicitation package must complete the attached "DOCUMENT SECURITY, NOTICE TO PROSPECTIVE BIDDERS/ OFFERORS." This document must be submitted with a copy of the firm's business license or other documentation granted by the state or local jurisdiction to conduct business. This document shall indicate the name, address, phone number of the company, state of corporation, and the name of the individual legally authorized to act for the company. The business must be the type required to do the work. A general contractor's license may be submitted for the business license in states that issue such licenses. In the rare case where the business license is not available from the jurisdiction, the information shall be provided and testified to by the submitter. A valid DUNS Number and IRS Tax ID Number is required on the Document Security Form. The form must be signed and dated to show agreement with the conditions set forth in the document. Offerors can fax the completed form to Ms. Sharyn Beasley so she can begin the review process, but the solicitation package cannot be released until the original signed Document Security form is received. The fax number is 215-209-0401. Upon receipt of a correctly completed original form, Ms. Potok will mail one set of the specifications and drawings in CD format to the prospective offeror. Upon award of the contract resulting from this solicitation, the unsuccessful offerors must destroy the specifications and drawings. Copies of the specifications and drawings will be available on or about November 8, 2006.
