Description
The General Services Administration (GSA) is soliciting competitive Design Excellence design-build proposals for a new Port of Entry in San Luis, Arizona. The new port will be for commercial functions only which will include: Pre-primary and primary inspection; Export inspection; Commercial truck inspection building; Hazardous material isolation area; VACIS x-ray area; Main administrative building with parking lot; all associated roadwork, paving and site work for the 80 acre site. The new border station will house Customs and Border Protection (CBP); Food and Drug Administration (FDA); and U.S. Department of Agriculture (USDA). The scope of services will require at a minimum: Architecture and engineering services, BIM modeling, Renderings, Construction drawings in CAD, Specifications, Cost estimates, Value engineering, Project scheduling, Submittal preparation, Construction quality control, Construction, Documentation and preparation of as-builts in CAD and Commissioning. This project is required to include sustainable design elements as specified in the RFP documents to meet a LEED silver certification level. It will be the responsibility of the offeror to design and construct this project under GSA?s design and construction excellence guidelines and complete construction while meeting all the specified project requirements within budget. The Government intends to work towards a phased operational status of the port by 2009, even though completion of all elements of work must be completed by 2010. GSA and the primary tenant agency, CBP, are endeavoring to work collaboratively with the design-build team in order to deliver this outcome. The work will require coordination with GSA property management, construction management, building tenants, other Government contractors and stakeholders. The capability to sequence and schedule the work while completing quality control for the design and construction efforts is required. The procurement will be completed in two stages: Stage 1 will be a Request for Qualifications (RFQ) and Stage 2 will be a Request for Proposals (RFP). During Stage 1, offerors will prepare and submit their qualifications as specified in the RFQ package which will be issued on November 2, 2006. The evaluation factors for Stage 1 are as follows: 1) Project Organization and Personnel, 2) Offeror's Experience on Similar Projects, 3) Offeror's Past Performance on similar Projects, and 4) Offeror's Financial Capacity to Complete the Project. The Offeror?s information required above must include the Lead Designer?s Profile, Portfolio, Design Philosophy and Intent. Refer to the Request for Qualifications (RFQ) package for details on the Stage 1 evaluation criteria and information for submittals. A Pre-Submittal Conference will be held on November 16, 2006 at the Yuma City Hall located at 1 Civic Plaza (Off the round about at Giss & Maiden on right hand side), Room 142, Yuma, AZ 85364. Three to five firms will be short listed from Stage 1 to advance to Stage 2 which is the Design and Cost/Price Proposal stage. The short listed firms will be issued the Request for Proposal (RFP) package and will undergo a presentation and review process under separate evaluation factors. Details on the evaluation factors and submittals will be outlined in the RFP. Proposers advancing to Stage 2 will be required to submit the qualifications of the entire design team including the executive architect, engineering consultants, landscape architects, lighting and acoustic consultants as necessary. Proposers will be required to submit the following: Concept design consisting of floor plans, elevations, renderings and a proposed phasing plan. A small stipend will be provided to help offset the cost of proposal preparation. Additional information will be provided in the Stage 2 RFP documents. As part of the Phase 2 requirements, each successful Offeror will be required to provide the maximum practicable subcontracting opportunities for small business concerns, small business concerns owned and controlled by socially and economically disadvantaged individuals, woman owned small business, veteran and disabled veteran-owned business, and HUBZone small business to participate in this contract. The current subcontracting goals for Fiscal Year 2006 are: 39% small business concerns, which includes: 6% small disadvantaged business concerns; 5% woman owned small business; 5% veteran-owned small business; 3% service disabled veteran-owned small business and 3% HUBZone. The successful offeror will be required to submit a subcontracting plan based on the above goals for review and approval by the General Services Administration and Small Business Administration. Small businesses are not subject to this requirement. The estimated cost range for the total design/build project is between $15,000,000 - $25,000,000. The project will be procured using Source Selection procedures, which will result in a firm, fixed-price award to the offeror who provides the best value to the Government.
