Description
This announcement is to notify all interested parties that the National Science Foundation (NSF), through the Division of Science Resources Statistics (SRS) intends to issue a Request for Proposals (RFP), DACS06P2119, for an acquisition of information on the status of college and university scientific and engineering research facilities in the United States. This acquisition will be solicited on a full and open competition basis, and will have an anticipated period of performance from the date of contract award through December 2010. To fulfill this congressional mandate, NSF conducts the Survey of Scientific and Engineering Research Facilities on a biennial basis. This acquisition is for the FY 2007 and FY 2009 cycles of the survey. In the most recent cycle, a census of 477 academic institutions and 191 biomedical research institutions were surveyed. The data collection primarily uses a World Wide Web survey. The contractor will develop some survey questions, collect data, create a database, generate data tables, and report their findings. All interested parties capable of satisfying the Government?s requirements may submit an offer in response to the RFP for consideration by the Agency. This synopsis is not to be construed as a commitment by the Government, or as a Request for Proposals. Oral communications and facsimile responses are not authorized. All questions must be submitted electronically to the NSF, with attention to Garett Nelson, Contract Specialist, Division of Acquisition and Cooperative Support, at gnelson@nsf.gov . All respondents desiring a copy of the solicitation should provide a point of contact, e-mail address, telephone number, fax number, business size, and assigned Data Universal Numbering System (DUNS) code. The anticipated contract start date will be mid January 2007. The anticipated release date of the RFP is on, or about 6 October 2006. See numbered note 26. All respondents are also hereby reminded of FAR policy at 4.1102 to be registered with the Central Contractor Registration website at www.ccr.gov . Firms must register on a one-time basis and annually confirm accuracy and completeness of registration information. Instructions for registration can be found at the site.
