Description
The Architectural & Engineering (AE) Design Services for the Expansion & Modernization of the Mariposa Port of Entry (POE) in Nogales, Arizona has an estimated construction cost at the time of award ranging from $60,000,000 to $70,000,000. The requirements for the design services to this facility will be based on the following using agencies of this POE: Customs and Border Protection (CBP), Immigration & Customs Enforcement-Detention & Removal Operations (ICE-DRO), the General Services Administration, and the various branches of the U.S. Department of Agriculture (USDA), Food Drug Administration (FDA), Agriculture Quarantine and Inspection (AQI), Federal Motor Carrier Safety Administration (FMCSA), and Animal and Plant Health Inspection Service (APHIS), and associated state and local government agencies. The POE facility is currently situated on approximately 43 acres, and based on the expansion needs by these agencies at the POE, approximately 14 additional acres may be needed for the expansion requirements of this port for a total of 57 acres. Funding for the requested AE Design Services is currently not available, but is anticipated to be available in the Government Fiscal Year 2007, which begins in September 2006. For additional information on this solicitation and the Pre-Submittal Conference attendance, please notify David Leites, Project Assistant, via e-mail at david.leites@gsa.gov no later than Thursday, August 31, 2006. Additional Questions on this solicitation shall be received no later than Wednesday, September 13, 2006. Refer to Solicitation No. GS-09P-06-KTC-3044 in your correspondence. The Pre-Submittal Conference has been re-scheduled for Wednesday, September 6, 2006 at 10:30 AM in the EVO A. DECONCINI U.S. COURTHOUSE, 405 WEST CONGRESS STREET, ROOM 1822, TUCSON, ARIZONA. The tour will be held at the Mariposa Port of Entry in Nogales, AZ starting at 2:00 PM on Wednesday, September 6, 2006. Keep in mind that the site is approximately a 1.5 hour drive south of Tucson, and transportation will not be provided. Reponses to questions on this solicitation that were received prior to August 24, 2006 are as follows: 1. Could you give us more information on what will be covered during this meeting? Is it primarily an overview of GSA standards and requirements, or will specifics for the Nogales Border Station be presented as well? The pre-submittal conference is intended to clarify the requirements for AE firms interested in competing for this specific project. Any submittals which do not meet the submittal requirements will not be considered, so it is strongly urged that interested firms attend the conference. 2. Is the meeting mandatory? Does not attending disqualify a firm from participating in the selection process? If not, will information that is disseminated at the conference be electronically available to interested A/E?s? The pre-submittal conference is not mandatory and attending will not affect the selection process. However, if a firm neglects to adhere to the submission requirements for this project, their proposal will not be eligible for evaluation or award. Questions, clarifications, and announcements will be made available to interested parties via the FBO website, 3. Will participants in the meeting be able to tour the present facilities? Yes, please contact David Leites (david.leites@gsa.gov) no later than August 31, 2006 if you are interested in touring the existing facilities in Mariposa POE.
