- This Notice supercedes or replaces a previous notice. In accordance with OMB Circular A-76, the United States Department of Labor (DOL), Standard Competition of the DOL Multi-Agency Finance and Accounting Services Functional area, which includes employees in Washington, DC and throughout the United States (8 other states)the solicitation specification is being released for all interested parties. The job functions include, but are not limited to, general accounting, collections & account receivables, payments, reconciliations & reports, travel, and financial systems support services. These functions are performed by the following DOL Agencies: BLS-Bureau of Labor Statistics, ESA-Employment Standards Administration, ETA-Employment and Training Administration, MSHA-Mine Safety and Health Administration, OSHA-Occupational and Safety Health Administration, OCFO-Office of Chief Financial Officer, and OASAM-Office of the Assistant Secretary for Administration and Management. [See attached Job Functions sheet.] The intent of the competition is to determine the most efficient and cost effective method of providing the subject services. This notice does not constitute a commitment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. The NAICS Code for this procurement is 541219 Other Accounting Services. These functions are currently being performed by approximately 107 government employees. The Competitive Sourcing Official for this competition is Mr. Patrick Pizzella; the Contracting Officer is Mr. Peter Higginbotham; the Agency Tender Official is Mr. Bruce Tarsia. It is the sole responsibility of the interested firm to monitor the website for notification or amendment of the solicitation. All proposals shall be submitted in accordance with the specification.
