- The Bureau of Reclamation, Upper Colorado Region, is soliciting for proposals for work associated with the Middle Rio Grande Endangered Species Collaborative Program. The NAICS code for this is 541710. This solicitation may be viewed at the following website after November 1, 2006: http://ideasec.nbc.gov The Middle Rio Grande (MRG) Endangered species Act (ESA) Collaborative Program (Program) expects to fund projects for the benefit of the endangered Rio Grande silvery minnow and southwestern willow flycatcher in federal fiscal year (FY) 2007. The Program area is defined as: "the headwaters of the Rio Chama watershed and the Rio Grande, including tributaries, from the New Mexico-Colorado state line downstream to elevation 4,450 feet mean sea level, the elevation of the spillway crest of the Elephant Butte Dam." The Program operates under a Memorandum of Understanding (MOU) dated April 23, 2002 and amended in December 2003, and is governed by a Steering Committee and an Executive Committee. The Steering Committee is composed of representatives from federal, state, and local government agencies as well as non-governmental organizations and universities. The Program works to support the recovery of listed species in the Middle Rio Grande and to protect existing and future water uses while complying with applicable state and federal laws, existing water rights,and the Rio Grande Compact. The Program is anticipating that projects will be funded in FY2007 to support the recovery of listed species; the silvery minnow (hybognathus amarus) and the flycatcher (Empidonax trailii extimus). Funding for proposals received under this RFP is contingent upon congressional funding authorization. Technical proposals should describe the entire project. Budget proposals should be submitted for a period of one year. Only one year will be funded. This RFP has three different priorities. The priorities are listed in accordance of importance. A proposer may provide a proposal for one or several priorities. However, each priority must be submitted as a separate proposal. The Priorities are as follows: Priority 1 - Develop Habitat Resotration Plans for the Cochiti Reach Priority 2 - Develop Habitat Restoration Plans for the Velarde Reach Priority 3 - Develop Habitat Restoration Plans for the San Marcial to Elephant Butte Headwaters Reach. Proposals will be technically reviewed by the Program. This Request for Proposals may be cancelled at any time, and any and all proposals may be rejected in whole or in part if it is determined that such action is in the best interest of the Program. Technical and Budget Proposals will be accepted until 4:30 p.m., Mountain Standard Time, through December 08, 2006. Proposals received after this time will not be considered for award. Facsimile transmissions of proposals will not be accepted.
