Description
NASA/KSC has a requirement for a Q200 Differential Scanning Calorimeter (DSC), Standard Press, RCS40 Refrigerated Cooling System, Q50 Thermogravimetric Analyzer (TGA), and Kit Ethernet Switch. NASA/KSC intends to purchase the items from TA Instruments - Waters LLC pursuant to FAR 13.106 (b), for the acquisition of supplies or services determined to be reasonably available from only one source. NASA KSC requires the DSC Q200 model to support the Polymer Science and Technology Laboratory. The DSC sensitivity is dependant on baseline flatness and reproducibility. TA Instruments is the only commercial vendor that has designed technology that generates accurate and reproducible measurements through cell design and mathematical expressions. TA instruments with its patented Tzero(TM) technology has designed its DSC cell in a manner that minimizes and eliminates factors that contribute to baseline drift and curvature as seen in the heat flow measurements. In addition to this the KSC Materials Science Laboratory owns and operates a suite of TA Instruments and it is required that we purchase the same for the comparison with previous data and software compatibility. TA instruments is the only manufacturer that can provide this equipment, NASA KSC intends to purchase these items from TA Instruments without full and open competition as permitted pursuant to 10 U.S.C, 2304 (c) (1) and/or other authority as appropriate, because the services and/or supplies required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 24, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
