- Description
- The Pension Benefit Guaranty Corporation (PBGC) intends to negotiate a non-competitive purchase order with Vincent Cicconi of Annapolis, MD for expert consultant services, for the period of 1 year. Mr. Cicconi will provide technical expertise and support for PBGC's administration of multi-employer insurance program under Title IV of ERISA. Mr. Cicconi will provide advice relating to PBGC-assisted plan mergers and mass withdraw plan close-outs. He will assist with financial and statutory analyses of multi-employer plan financial assistance request. Mr. Cicconi will furnish specialized knowledge of collective bargaining relationships that effect multiemployer plan financial assistance; appraising the feasibility and burden on the private sector of proposed actions intended to implement new law through regulations and other guidance. Mr. Cicconi is rendering consultant and/expert witness services to the Office of the Chief Counsel concerning multi-employer plan matters in litigation or that may be litigated. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals in writing in response to this synopsis should be received within 5 days of this announcement, and should include sufficient documentation to establish capability to fulfill the requirement. Written response will be used to determine if this acquisition will be made competitive. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
