- Description
- The Department of Commerce/NOAA/National Weather Service (NWS) desires to replace the paper tape punch mechanism in the Fischer and Porter/Belfort (F&P) rain gauges with commercial-off-the-shelf (COTS) instrumentation. The instrumentation will read, translate, store, and send the precipitation accumulation data electronically; display the current readings; provide a self contained power system; provide a removable storage device for manual pickup and delivery of data; and support future additions of typical meteorological sensors and telemetry. The NWS intends to upgrade approximately 2000 F&P gauges over the next 10 years or less, starting in 2007. The NWS is interested in instrumentation in current manufacture, for sale to the general public, which can be used without hardware modification except for mounting and weatherizing. The instrumentation will be contained within the rain gauge enclosure, which is weather resistant but not sealed against environmental influence. Only parts of the power system (solar panels, and batteries with case) may be outside the gauge. Modification of the F&P gauge or its enclosure, except for removal of unnecessary parts, will not be allowed. The configuration and operation of the instrumentation must be modular in construction and utilize high level user programming for control. A laptop Personal Computer (PC) or Personal Digital Assistant (PDA) may be used as the programming or maintenance interface, but not as the operator?s current-reading display. The new instrumentation must provide the gauge performance and future expansion capability as per the NWS specification which will be posted in FedBizOpps on or about October 19, 2006. The Government is seeking to identify the following through this Request for Information (RFI): What COTS instrumentation is available to meet this application? Please provide commercial part numbers. Does the COTS instrumentation meet the environmental conditions and specifications? Please identify the extent to which environmental conditioning or protection would be need to meet the conditions and specifications. Please identify the instrumentation connectivity (power, input signals, output signals and formats) needed to provide the application. Interested parties having COTS instrumentation meeting these needs are encouraged to provide answers to the above questions in writing and a description of the proposed components in the form of brochures, catalog pages and/or written narrative. Written narrative should not be more than twenty-five (25) pages in length, however, unlimited brochures and catalog pages may be supplied. Please be advised that the Government will not pay for any material submitted in response to this RFI. Further, the Government makes no guarantee that this RFI will result in a procurement.
