Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The request for quote (RFQ) number is EA133C-07-RQ-43001. The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular 05-13. The RFQ is being issued as a Total Small Business Set-Aside. The associated North American Industry Classification System (NAICS) code is 332410. The National Oceanic and Atmospheric Administration (NOAA) require the following items: Provide 2 each - Carrier Chilled Water Units Model 30HWA-040 or equal in accordance with the following specifications: Salient Characteristics of each plant are as follows: a) Skid mounted chiller unit consisting of compressor, direct expansion cooler, controls, and safeties. Frame shall be galvanized steel with electrostatically applied baked enamel finish. Entire unit must not exceed 30 inches in width, 36 inches in length, or 56 inches in height in order to fit into the tight space in the engine room. b) Compressor: Reciprocating, serviceable, semi-hermetic type only. The compressor shall be equipped with an automatically reversible oil pump, operating oil charge, suction and discharge shutoff valves, oil sight glass, and a refrigerant suction gas-cooled motor. Each shall be mounted on vibration isolators with an isolation efficiency no less than 95%. Each shall have crankcase heater, muffler, and suction cutoff unloaders. Each shall have multiple stages of capacity, utilizing suction cutoff unloader for efficient operation at par load. c) Cooler: Single Pass ANSI type 316, stainless steel, brazed plate construction. Direct expansion refrigerant circuit. Insulated with ? inch closed cell foam or equivalent. The cooler shall be tested and stamped according to ASME code (USA) for working pressures of 430 psig on the refrigerant side. d) Refrigerant Components: Each chiller shall contain the following: high side pressure relief device, liquid, suction, and discharge shutoff valves; sight glass; filter drier; thermostatic expansion valve and charging valve. e) Controls: Unit controls shall include the following minimum components: Microprocessor, Power and control circuit terminal blocks, ON/OFF switch, Scrolling Marquee Display, Controls shall be capable of performing the following functions: Pump out at beginning and end of every circuit cycle; Capacity Control based on leaving chilled water temperature and compensated by rate of change of return fluid temperature; Limiting of the chilled water temperature pulldown rate at start up to 1 deg. F per minute to prevent excessive demand spikes at start up. f) Safeties: Unit shall be equipped with sensors and all necessary components in conjunction with the control system to provide the unit with the following protections: Loss of refrigerant charge protection, Low water flow detection, Low chilled water temperature protection, Low control voltage (to unit) protection, High pressure switch, Compressor Oil Safety Switch Compressors shall be equipped with the following manual-reset type protections: Pressure overload, Electrical overload through the use of definite purpose contactors and calibrated, ambient compensated, magnetic trip circuit breakers. Circuit breakers shall open all 3 phases in the event of an overload in any one phase. g) Operating Characteristics: Unit shall be capable of starting with up to 95 deg. F fluid temperature entering the cooler. Unit shall be capable of operating with variable cooler fluid flow. h) Electrical Requirements: Single point electrical power connection with compressor factory wired to a terminal block in the control panel. Compressor sensors and unloaders and cooler temperature sensors shall be factory wired to the unit controller. Control points shall be accessed through terminal block. The Carrier Chilled Water Units Model 30HWA-040 or equal shall have the following accessories: proof of flow switch, pressure gauge panel, 460V/60 Hz/3 Phase, vibration isolators, and 404a refrigerant. Provide 2 each ? Carrier MHX Marine Remote Sea Water Condensers or equal in accordance with the following specifications: a) Condenser shall be sea water cooled shell and tube type with seamless, integrally finned 90/10 cupro-nickel tubes and tube sheets with removable heads and zinc anodes. b) Design and construction shall provide positive sub cooling of liquid refrigerant. c) Condenser shall be tested and stamped in accordance with ASME code for refrigerant side working pressure of 365 psig. d) Heads shall include replaceable zinc anodes for condenser corrosion protection. e) Each condenser shall be equipped with a pressure relief device and purge cock. The Carrier MHX Marine Remote Sea Water Condensers or equal shall have the following: 90/10 cu/nl tubes and tube sheets; and removable zincs sized for the Carrier Chilled Water Units Model 30HWA-040. The required delivery date is November 24, 2006. The items shall be shipped to: NOAA Ship NANCY FOSTER, C/O USCG, 1050 Register Street, North Charleston, SC 29405 The provision at 52.212-1, Instructions to Offerors?Commercial applies to this acquisition and there are no addenda to this provision. In accordance with 52.212-1, vendors shall include a completed copy of its representations and certifications at FAR 52.212-3. Offeror Representations and Certifications ?Commercial Items, with its quote. [An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision.] Vendors shall refer to www.arnet.gov to obtain a copy FAR provision 52.212-3. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there are no addenda to this provision. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (5), (9), (15), (16), (17), (19), (21), (23), (26) and (31). No other additional contractual terms and conditions are applicable. No Defense Priorities and Allocations System (DPAS) rating are assigned. In order to comply with the Debt Collection Improvement Act of 1996, ALL CONTRACTORS must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal contract. Venders are asked to provide their (DUNS) Dun and Bradstreet nine digit number along with their quotation.
