- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number HSCG31-07-Q-AS020 is issue as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. The applicable North American Industry Classification Standard Code is 488190. Award will be made to the offeror proposing the best value to the Government and past performance. Vendor shall provide the services of de-fueling/re-fueling Coast Guard Unit owned fuel for aircraft at U.S. Coast Guard Station Sacramento, McClellan, CA. Services shall be available 24hrs a day, 7 days/week to the Coast Guard Unit. Item 001. Quote on Per Gallon Price. The task of de-fueling/re-fueling aircraft performed by the vendor shall be as follows: a. A de-fueling truck shall be dispatched from the vendor?s location to the Coast Guard ramp within 20 minutes of initial request. b. The USCG will provide a crewmember to be stationed on the flight deck to run the fuel pump, which moves the fuel out of the aircraft and into the truck. A second crewmember will be stationed at the Single Point Refueling panel (SRP), opening and closing the fuel tank cross feed valves. c. The vendor shall provide the truck to pump the fuel from the aircraft and the hoses needed for de-fueling. Once the work on the de-fueled aircraft is completed and the fuel is required on another USCG aircraft, the vendor shall come back to the requested aircraft and refuel with previously de-fueled USCG owned fuel first. Item 002. Quote on Per Gallon Price to add. The task of re-fueling USCG aircraft shall be performed by the vendor as follows: a. A truck is dispatched from the vendor laden with USCG owned aircraft fuel. The re-fueling truck shall arrive to the requested aircraft on location U.S. Coast Guard Station Sacramento, McClellan, CA. within 20 minutes of initial request. b. A USCG crew member will be stationed at the Single Point Re-fuel panel (SPR) opening and closing the required fuel tank cross feed valves. c. The vendor shall provide the truck to pump the fuel and the hoses needed to move the fuel from truck to aircraft. This contract will fall under the Service Contact Act.
