Description
UNICOR intends to enter into a Firm fixed requirements type for Two (2) base years and three (3) option years if exercised contract for finishes, Polish, Stains and stripper for use in case goods furniture line. Solicitation number is FN1262-07 and this solicitation is issued as a Request for Proposal. Items and a detailed description will be available in the solicitation document Delivery date requested is 21 days after receipt of delivery order for the initial order and 14 days for all subsequent orders. The minimum delivery order is 50 gallons and the maximum delivery order is 1000 gallons. Variation in quantity +/-0%. There will be a mandatory pre-proposal conference held at UNICOR, Federal Correctional Complex, Route 15, 2 Miles N. of Allenwood, Allenwood PA 17810. All offerors must attend preproposal conference to be considered for award. The preproposal conference is scheduled for November 8, 2006 at 8:00am. Offerors will tour factory and see finishing room at this time. All offerors must provide NCIC information to T. Balestrini, at 570-547-0371 fax by 12:00 noon est. on 11/3/06. NCIC will be provided with solicitation document. No offeror will be allowed at the conference if you have not completed the NCIC form. UNICOR will provide interested parties with samples of all color finishes. Offerors may request sample be sent prior to pre proposal conference. If you were not provided with samples prior to the conference, samples will be available at the conference for offerors to take with them. The government will require each interested offeror to submit samples of each color finish on UNICOR furnished board and the finished sample must be submitted with written proposal for evaluation. Samples will be provided by UNICOR for the following: Cherry on cherry, walnut on cherry, mahogany on cherry, 2 - walnut on walnut, red birch on ash, natural on ash, golden ash on ash and 1 top finished with wax for baritone finish. All samples submitted by offerors, must be submitted on unfinished product provided by UNICOR. All offerors are required to submit MSDS for all materials. All questions must be addressed in writing to Tatea Cavanaugh at tcavanaugh@central.unicor.gov or Tiffani Balestrini, tbalestr@central.unicor.gov. Offerors are not to contact factory staff during the solicitation process. Offerors may submit questions prior to the pre-proposal conference and hold questions until the conference. All questions will be answered in an amendment to the solicitation which will be issued shortly after pre-proposal conference. Evaluation Factors: Past Performance, Quality(Technical evaluation by panel) and Price. Technical support: Each offeror must submit names of a primary and alternate technical support representative. A resume will be submitted for each of these representatives. Resume must include: years of experience, technical experience, and geographic location. The technical representative will be required to visit each site at a minimum of once per quarter but may be required to visit monthly if requested. After the closing date, proposals will be reviewed by a technical team. After review of all proposals, the government will select the best qualified offers and the top 3 offerors will be invited to return to the Allenwood, PA location to test their product in the finishing line. The tentative date for testing is the week of January 8, 2007. The top 3 offerors will be required to send a technical representative along for testing. All products to be tested should be sent to UNICOR FCC Allenwood to arrive no later than January 4, 2007. Offerors are advised that the Government intends to evaluate offers and award on an all or none basis. Offerors shall submit signed and dated offers to UNICOR, Federal Prison Industries, 320 First Street NW, 7th floor, 400 Building, Washington, DC 20534 ATTN: Tatea Cavanaugh or Tiffani Balestrini This information shall be displayed on the outside of the envelope with the solicitation number and offer closing date. All Offerors must complete the Business Management questionnaire in Section L of solicitation document with three references. References must be for same or similar items. All Offerors must complete the ACH form and the CCR Registration, which can be found on UNICOR?s webpage at www.unicor.gov. For the ACH form click on business commercial opportunities, navigate to, procurement forms and click on ACH form and print. For CCR Registration scroll down the page to Central Contractor Registration and complete internet based form. Fax proposals are accepted at 202-353-7794, Attn: Tatea Cavanaugh or Tiffani Balestrini, the fax cover sheet shall reference the solicitation number and offer closing date and time. Section K?(ORCA) On Line Representations and Certifications - Beginning January 1, 2005, the Federal Acquisition Regulation (FAR) will require the use of the Online Representations and Certifications Application (ORCA) in Federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA, you now have the ability to enter and maintain your representation and certification information, at your convenience, via the Internet at http://orca.bpn.gov. In addition, rather than receiving and reviewing paper submissions, government contracting officials can access ORCA and review your information online as a part of the proposal evaluation process. You will no longer have to submit representations and certifications completed in ORCA with each offer. Instead, a solicitation will contain a single provision that will allow you to either certify that all of your representations and certifications in ORCA are current, complete and accurate as of the date of your signature, or list any changes. Although architect-engineer firms can voluntarily submit the Standard Form (SF) 330 Part II through ORCA, they still must submit this form to each agency for which it wants to be considered for projects that are not publicly announced. To prepare for this requirement and to register in ORCA, you will need to have two items: an active Central Contractor Registration (CCR) record and a Marketing Partner Identification Number (MPIN) identified in that CCR record. Your DUNS number and MPIN act as your companies ID and password into ORCA. (Visit www.ccr.gov for more information on creating and entering your MPIN). The basic information provided in your CCR record is used to pre-populate a number of fields in ORCA. Vendors are reminded to protect their MPIN from unauthorized use. Once in ORCA you will be asked to review pertinent information pre-populated from CCR, provide a point of contact, and answer a questionnaire that contains up to 26 questions. The questionnaire is to help you gather information you need for the clauses. The questionnaire is not the official version. Be sure to read the provisions carefully. The answers you provide are then automatically entered into the actual FAR provisions. You are required to review your information, as inserted, in context of the full-text provisions for accuracy; acknowledge three additional read-only provisions; and click a time/date stamp before final submission. You will need to review and/or update your ORCA record when necessary, but at least annually in order to maintain its active status.
